During the period, 5-6 November 2015, the German Development Cooperation through GIZ in partnership with the Ministry of Regional Development and Construction (MRDC) organized a training seminar for directors of SWM service operators on ‘Technical and institutional aspects of municipal solid waste management’.

Thus, during two days, participants had the opportunity to discuss with GIZ experts about the collection, treatment and disposal of solid waste, as well as about institutional and financial aspects on the management of municipal solid waste (price, cost of service, best practice on waste collection).

Denis Pare, GIZ advisor in the field of solid waste management said that the goal of the seminar ‘was the capacity development of directors of SWM service operators. GIZ advisors tried to present the participants with practical tools for collecting waste, its separation, management and tariff setting for services, and to familiarize them with European practices in the field, so that they subsequently strengthen an efficient and qualitative waste collection service’.

Ana Ungureanu, director of ME ‘Production, Communal Household and Housing Department’, from Biruinta village, Singerei rayon, stated: ‘The seminar was effective, especially because it exposed some very current topics related to separate waste collection and sorting. A very important element of the seminar was the information about the methodology of calculating tariffs for waste disposal, but also about charging for these services’.

Nicolae Rusu, director of JSC ‘Floresti Sanitation Services’ underlined the usefulness of training seminars ‘because during these seminars we learn about the latest knowledge and practices in SWM field. Also, it is of no less importance, that the trainings are some platforms through which we exchange experience both with GIZ experts and colleagues from other regions  of the country’.

We would like to recall, that the German Development Cooperation through GIZ has developed a capacity development plan for directors and employees of municipal enterprises providing waste management services and who received support from the National Fund for Regional Development (NFRD) and/or GIZ. The training plan was divided into four modules. The first module ‘Technical and institutional aspects in Municipal Solid Waste Management ‘was organized for directors of SWM service operators, and over the next months there will be organized three thematic training modules that will involve other staff from SWM service operators (accountants, drivers, etc.).

The project ‘Modernization of local public services in the Republic of Moldova’ is implemented by German Development Cooperation through GIZ and is financially supported by the German Ministry of Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), the Ministry of Foreign Affairs of Romania and the European Union.
