During 25 April– 10 June, 2016, the Academy of Public Administration (APA), with support of the German Development Cooperation through GIZ, delivered three training programs for 95 representatives of local public authorities (LPA) level I and II. Each course lasted 10 days and aimed at developing capacities in the field of integrated strategic planning, regional development, development of leadership in public administration and project management and development.

The LPA representatives were trained in the development of community strategic development plans, development and management of local/regional projects, by acquiring new knowledge, exchanging experiences and successful practices. The participants, also, had the opportunity to evaluate their communities, identify and apply the tools of strategic planning and community development.

Iraida Jitari, mayor of Sauca, Ocnita rayon: ‘…I am glad I had the opportunity to take part in these courses where I learned a lot of details about the successful administration of communities. Not only did the trainers give us theory, but, also, showed us how to practically use it through different examples on project writing or activity planning’.

Ruslan Socol, head of Public Administration section, Rezina Rayon Council: ‘I directly participate in the strategic planning activities and preparation of projects for funding. These training courses have helped me to systematize the knowledge I acquired throughout the years. I have realized that regional development is only possible through cooperation and collaboration, including at local level’.

It should be reminded that this kind of training sessions are being organised for LPA representatives of level I and II since 2012. The seminars are facilitated by the Academy of Public Administration of the Republic of Moldova and supported by the German Development Cooperation through GIZ under the ‘Modernization of local public services in the Republic of Moldova’ project.

In addition, in 2016, GIZ will provide support in the development of the training materials for the module ‘Management of conflicts of interest in public procurements’. This module will be included in the existing ‘Public Procurements’ course delivered by APA.

The project ‘Modernization of local public services in the Republic of Moldova’ is implemented by the German Development Cooperation through GIZ and is financially supported by the German Ministry of Economic Cooperation and Development (BMZ), the Swedish Government, the Romanian Government, the European Union and the Swiss Agency for Development and Cooperation (SDC).
