The twinning project aims to improve the efficiency, effectiveness and impact of the public-private partnership and of the concessions system in Moldova, in terms of legal and institutional structures of central public authorities, including local authorities, operating capacity and transparency.

“Moldova is open for implementation of this project on PPP, as it is a very important segment for the country’s economy. Therefore, I can assure you that you will have all necessary support and very well documented partners in the agency”, Valeriu Triboi said.

On the other hand, members of the expert group mentioned that the project would primarily focus on strengthening and raising the institutional capacity of not only the key actors in promoting and implementing the private-public partnership concept in Moldova, such as the Ministry of Economy and the Public Property Agency, but also of all central public administration authorities.

“As the project leader, I am convinced that together with experts from Slovenia and the Czech Republic we will implement the contract by the established deadline”, declared Bernhard Müller, representative of the Federal Ministry of Finance. “We already have successful experience in public-private partnership for other countries, in the period of their integration into the European Union and I hope we will also have a good cooperation with Moldova as well”.

It should be noted that the TWINNING Project will be implemented together with the Federal Ministry of Finance and the Federal Ministry of Economy and Technology of Germany, selected as a partner for the implementation of activities based on a contract signed at the end of November 2013.

The activities of the Public Property Agency and of the selected partner will focus on: harmonization of the legal and regulatory framework in the field of PPP and concessions with the EU standards, improvement of the methodology and standards for PPP and concessions implementation, developing of manuals with examples of best international practices in the field, developing of a consistent environment for implementation and development of PPP projects and the application in practice of all instruments developed through seminars, conferences, including through development of 6 pilot projects in different economic sectors such as agriculture, medicine, transports, water supply and waste management.  The project has a budget of EUR 1,100,000 with a duration of 24 months of implementation from the signing of the contract.
