On Thursday, 27 July the sewerage networks and a waste water treatment plant from Costesti commune, Riscani rayon were inaugurated in the context of Human Right to Water and Sanitation Day. The investment measures were implemented by North RDA with the support of the Federal Republic of Germany via the ‘Modernization of Local Public Services’ (MLPS) project, implemented by the German Development Cooperation through GIZ.  

Representatives of diplomatic missions in the Republic of Moldova and development partners, as well as, from the Ministry of Regional Development and Construction, North RDA, local public administrations and GIZ attended the event. 

‘This pilot project, which began in 2010, had been made possible not only because of the financial support we got, but also, thanks to advice and expertise provided. The Ministry I represent is willing to ensure quality public service delivery through the implemented projects’, mentioned the           Vice-Minister of Regional Development and Construction, Ion Stratulat, expressing his gratitude to external partners for the support provided to the Republic of Moldova.

‘The inauguration of sewerage networks and waste water treatment plant from Costesti is a contribution for a better life in this beautiful region. The construction, rehabilitation and extension of waste water system is of great importance for human health. Germany together with its partners from Sweden, Switzerland, Romania and  European Union wishes to improve the living conditions in the Republic of Moldova through the MLPS project,  whose budget in the following years will amount to over EUR 80 million’, said Ulrich Kleppmann, Head of Cooperation and Economic Development within the German Embassy to the Republic of Moldova.

‘We can have money, support from external donors, but if there is no willingness to work, be actively involved, the projects would not be successful. What we can see here in Costesti is a nice example of engagement in carrying out a regional development project. We are sure, that the sustainability of this project will be ensured for the benefit of the population’, mentioned Alexandr Muravschi, interim MLPS project manager.

Interim director of North RDA, Constantin Bandiu, expressed his gratitude to external partners of the Republic of Moldova for the support provided. ‘The construction and modernization of the necessary infrastructure for drinking water supply and waste water treatment will allow for these localities from Riscani rayon, situated near the border to become more attractive, including for investors’, noted the interim director of North RDA.

In his turn, the mayor of Costesti, Nelu Glasu, mentioned that in Duruitoarea Veche village which is part of Costesti commune, there is a greater interest from young families to buy houses there, as the birth rate has slightly increased in the last years.   

As a result of three investment measures implemented by North RDA under the ‘Improvement of water supply and sanitation services in Riscani rayon’ pilot project, Costesti commune benefits form 20.7 km of sewerage networks and waste water treatment plant which will ensure the treatment of domestic waste waters from Duruitoarea Veche village and Costesti town.

In addition to the construction of wastewater treatment plant with a capacity of 150 m3/day, the following works were carried out: construction of power grids (high voltage/low voltage), including transformer and emergency generator, improvement of waste water treatment plant site and installation of fencing. Also, a ditch 85 m long was built for rainwater drainage and a water tank with a volume of 3000 l, as well as a pump were installed. The plant allows for an extension of up to 300 m3/day of treated wastewater volume.

The total value of construction and modernization works for the wastewater treatment plant and construction of sewerage system in Costesti commune is around MDL 14.5 million granted by the German Government.

Inauguration of sewerage networks and wastewater treatment plant in Costesti commune marked the Human Right to Water and Sanitaion Day recognised by the United Nations General Assembly on 28 July 2010, through resolution 64/292, by which it is acknowledged that clean drinking water and sanitation are essential to the realisation of all human rights. The Resolution calls upon States and international organisations to provide financial resources, help capacity-building and technology transfer to provide safe, clean, accessible and affordable drinking water and sanitation for all.

The pilot project ‘Improvement of water supply and sanitation services in Riscani rayon’ launched at the end of 2011 and implemented in several stages, was carried out by North RDA with MLPS project support. The total value of the pilot project from Riscani rayon is around EUR 1 million.
