On 09 February, the meeting of the members of the Local Steering Committee (LSC) within the ‘Improvement of Solid Waste Management in Soldanesti and Rezina’ Project was held in the meeting room of Soldanesti Rayon Council.

The meeting was chaired by LSC chairwoman Svetlana Rotundu, head of the Soldanesti Rayon. The local project manager, Aliona Tinica, presented the progress report of the Modernization of SWM Local Public Services Project for quarter 4 of 2015. She informed the participants on the execution of SWM service delegation contracts within the project. As a result of discussions, it was decided that the temporary garbage sites have to be authorized and handed into the management of Salubritate Soldanesti S.A. company. Soldanesti Ecological Inspectorate will provide assistance in this process.

Eduard Ungureanu, RDA Centre interim director, urged the representatives of local authorities and descentralsied services to efficiently work together in order to solve the current problems. RDA Centre will continue to provide assistance in identifying financial sources for construction of Parcani SWMC.

LSC members heard the report on the results of the baseline study ‘Extension of the integrated solid waste management in Ciorna River basin settlements’ presented by Rusu Valeriu, chairman of Habitat PA NGO from Rezina.

Also, the LSC members were informed about the situation on the carrying out of the joint action plan for the appropriate use by the citizens of the solid waste management service. Here, Leonid Paierele, chief of the Soldanesti Ecological Inspectorate, informed that Soldanesti Ecological Inspectorate is carrying out several awareness-raising activities among population and mentioned that a more active involvement of local public authorities is very much needed in this respect.

The participants submitted proposals on the sustainability ensurance plan for ‘Improvement of Solid Waste Management in Soldanesti and Rezina’ Project.

At the same meeting, the regular theft of dumpsters from the special platforms placed on the territory of Soldanesti Rayon was discussed. Bintu Dorin, Soldanesti police chief, informed during 2014, 12 complaints and 15 petitions regarding the theft of dumpsters were registered. 37 dumpsters were stolen and 18 were found in Rezina rayon. During 2015, the police registered 9 complaints and 32 petitions; 48 dumpsters were stolen and measures are being taken to recover them.

LSC members, also, discussed Salubritate Soldanesti S.A. company activities for the next period of time and initiatives to develop the project. On average, the payment rate for solid waste service is 84%. Just recently, the Sanitation Regulation of Soldanesti city was approved. And on 1 February Salubritate Soldanesti S.A. was registered as a VAT payer. In the near future, the company will write a request to State Tax Inspectorate in order to clarify the applying of VAT for waste collecting services provided to the population.
