Since 2014, a number of representatives of local authorities will be able to attend the first training course on regional development offered by the Academy of Public Administration (APA). Thus, for five days (40 hours), they will learn more about regional development policies, about how neighboring communities can cooperate to jointly provide public services and how funding sources can be attracted. The course program was developed in partnership with the Ministry of Regional Development and Construction (MDRC), Regional Development Agencies, with the support of the German International Cooperation through GIZ.

Thus, the training course was successfully piloted between November 18-22, 2013. 20 representatives of local public administrations were involved in training testing.

“We believe that the selected topics will be judged by representatives of local public administrations, and after attending the course will have the skills for identifying local needs through the regional strategies, ” the Director of Professional Development Department of the Academy of Public Administration, Aurelia Tepordei.    

“Regional development, like other policies promoted by the European Union, is founded on a set of common principles of public administration. Through this training, we intend to contribute to capacity building of local authorities to understand the process of regional development both in Moldova and the EU”, argues the Deputy Minister of Regional Development and Construction,  Liviu Oboroc.  

The “Regional Development” training course will be provided to LPA representatives free of charge. GIZ will support the deployment of three such courses during 2014. Additionally, two rounds of “Planning and Programming at Local and Regional Levels” will also be implemented.

During 2013, GIZ supported the APA by organizing three similar training courses offered for local public administration authorities, attended by 77 representatives of the LPA I, II from the three regions of Moldova, including Chisinau.

On 30 May 2012, the MRDC, APA and GIZ signed a Memorandum of Understanding that provides for cooperation to develop the capacities of regional development institutions – the MRDC, Regional Development Agencies and Regional Development Councils – as well as of the I and II level local authorities. This is the only possible for regional development process in Moldova in order to be successful.
