Soldanesti Rayon Council approved yesterday, at the hearing, the solid waste management component 2014-2019 of the Socio-Economic Development Strategy (SEDS) of the Rayon. This is a planning document that was developed to provide clear guidance on the development of an adequate solid waste management system for Soldanesti. The acting period of the document is 5 years. This strategic document is intended to provide access for the Rayon’s population to a modern, efficient and safe to the environment waste management system.

The development of this document was dictated by the need to perform, at the Rayon’s level, the strategic objectives on solid waste management set by the following documents: Regional Waste Management Programme for Centre Development Region; Regional Development Strategy 2010-2016 – Centre Development Region; Waste Management Strategy in the Republic of Moldova for the years 2013-2027. According to these regional and national strategic documents, the achievement of national and regional targets on the development of integrated solid waste management systems, including selective collection, recycling and modern disposal of non-recyclable waste requires concrete actions at the local level.

The Socio-economic development programme of Soldanesti Rayon for the years 2012-2014 (Soldanesti Rayon Council, 2012) currently does not contain a specific chapter on the solid waste management. Waste issues are mentioned in the chapter on environmental protection. In this chapter, landfills and the lack of a suitable space for storing waste are identified as the most serious problems affecting the environment negatively. Improving waste management, systematic collection of waste, landfills closure and disposal in accordance with international standards and increase public awareness on this issue are proposed measures to protect the environment and natural resources.

The administration of Soldanesti Razon considered necessary to develop a strategic document to improve the situation with regard to solid waste management, which would be a component of the Socio-economic Development Strategy of Soldanesti Rayon. In this context, the German Development Cooperation through GIZ has provided support at all stages of development of this strategic document, in particular through technical assistance from national and international experts.

The first steps regarding the development strategy were conducted in cooperation with Humboldt University in Germany, through a participatory approach to strategic planning, ensuring the involvement of public authorities of level 1 and 2 and public institutions responsible for solid waste management sector and civil society from Soldanesti Rayon.

Later, during the process, the strategy was developed in parallel with the feasibility study on waste management system planning in Soldanesti Rayon, so as the strategy agrees with the latest  an important part of data and conclusions.

LPA of levels 1 and 2 of Soldanesti Rayon participated actively in the drafting of the document. The planning process was coordinated with the Centre Regional Development Agency, which provided the promotion of regional policies in the area and collaboration with relevant ministries and institutions specialized in this sector.
