Members of Regional Sector Commission in the field of Water Supply and Sanitation (RSC/WSS) from North Development Region, created with GIZ support under the ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project met on 8 June in their third meeting held at Soroca Rayon Council.  

The event was, also, attended by representatives from the Ministry of Agriculture, Regional Development and Environment (MARDE), local public authorities, GIZ and North RDA.

At the beginning of the meeting, Nadejda Chilaru, head of MARDE Division for water resources integrated management policies noted that in the framework of the RSC/WSS the region’s most stringent issues in the WSS sector shall be analysed and best solutions shall be identified for each issue in particular.

In his turn, Serghei Cetulean, co-chair of RSC/WSS mentioned that the current approach in the decision-making process with an impact on the region aims at strengthening the inter-municipal cooperation in the WSS field.  Also, Petru Veverita, GIZ National Senior Advisor pointed out that the German Development Cooperation through GIZ will continue providing the necessary support to the Commission, so it carries out its mission in line with the Regulation.

Members of RSC/WSS discussed the current situation in the North Development Region based on the report related to results of questionnaires completed by local public authorities and WSS service operators from the region. The report was presented by Ludmila Gofman, GFA/GIZ national expert. 

Talking about regionalisation of WSS services, Nadejda Chilaru, head of MARDE Division for water resources integrated management policies referred to the legal and institutional framework and opportunities of developing a sustainable service. In his turn, Vitalie Farama, head of MARDE Service for development funds made a presentation of WSS projects financed from National Ecological Fund. Also, Sergiu Rusu, GFA/GIZ national expert, presented to the members of RSC a case study on the regionalisation of WSS service based on the experience of JSC ‘Servicii Comunale Floresti’.

During the meeting the members of the Commission got acquainted with RSC/WSS Work plan for the second semester of the current year and approved it. 

RSC WSSS was created based on Decision no. 3 from 29 June 2017 of North RDC. Also, back then, North RDC approved the operating rules of the created structure. The functionality of the Commission will be ensured by North Regional Development Agency with ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project support, implemented by GIZ with financial support of the German Ministry for Economic Cooperation and Development (BMZ), Romanian Government, Swedish Government, European Union and Swiss Agency for Development and Cooperation (SDC).

As a reminder, at its first meeting members of RSC/WSS elected Serghei Cetulean as co-chair of the Commission. He is the mayor of Parcani village from Soroca rayon involved in the implementation of a water supply project in Parcani. The co-chair on behalf of MARDE is Ion Lica, senior consultant, approved by Decision no. 2 from 27 September 2017 of North Regional Development Council (RDC).

As part of its work, WSS RSC discusses draft decisions elaborating recommendations on them, which will be further, presented at North RDC meetings. The Commission’s task is to examine and approve regional development priorities in the WSS sector, promote regional projects among donors and investors, examine with specialised independent expert support the project pipeline, various surveys, analysis and recommendations for the formation of a regional vision on the development of the given sector.
