The German Development Cooperation through GIZ is looking for a National Consultant to support the Ministry of Regional Development and Construction (MRDC) in the development of the new Draft Law on Regional Development.

The National Consultant will support the MRDC in the development of the new Law on Regional Development in line with the international best practices, provisions of the EU Association Agreement and Action Plan.

The main tasks to be performed are:

  • Carry out a desk review of the legislative and strategic framework in regional development and related sector areas, evaluations of the NSRD2010-2012, 2013-2015/RDS 2010-2016 as well previous draft proposals for amendment of the Law on regional development;
  • Based on the international practice, carry out a comparative analysis of the legislative and regulatory framework on regional development of other countries (Romania, Poland, Latvia);
  • Carry out an analysis of the implementation context of the current Law on regional development;
  • Develop a work plan, based on the provided methodology, for the assignment and the concept note  of the new Law on Regional Development;
  • Participate in meetings and interview the relevant MRDC/RDAs representatives, other line ministries, as well as relevant GIZ, donor representatives (where required);
  • Draft the justification for need to approve the new Law on Regional Development (nota de fundamentare) in accordance with the national provisions;
  • Draft the new Law on regional Development in accordance with the Law nr 780 regarding the Legislative Acts;
  • Provide continuous support to MRDC in promotion of the new Law on regional development until it is approved by the Parliament.

Required qualifications:

  • Extensive experience in the development of laws, strategic documents, for at least 5 years (preferably in the regional or local development area);
  • Have extensive knowledge about national strategies, legislative and regulatory framework in regional and local governance, public administration, decentralisation and other related fields;
  • Proven experience in performing similar activities for at least 5 years; Experience working with international organizations;
  • Sufficient technical resources and human resources for the successful implementation of the proposed activity;
  • Extensive knowledge of government, public, civil society organisations, local and regional representatives, as well as donors working in local/regional development;
  • Professional organisational skills and delivery in a timely and qualitative manner;
  • Proven research, analytical and writing skills;
  • Excellent command of Romanian, as well as good knowledge of Russian and English.

The successful finalist will be issued a short-term consulting contract with the possibility of further extension.
