The German Development Cooperation through GIZ is looking for an Advisor in Solid Waste Management (SWM) within its „Modernization of local public services in the Republic of Moldova” project.

The advisor will support the Regional Development Agency Center (RDA Center), located in Ialoveni, in expanding the integrated SWM of the city of Soldanesti towards 7 villages from the rayons of Soldanesti and Rezina, located in the basin of the Ciorna river”.

The main responsibilities shall include:

  • analyze relevant legislation and policy documents and draft respective summary documents for the project team;
  • draft Terms of Reference and activity plans for Financial Agreements with selected Municipalities and Rayon administrations;
  • prepare agendas, input papers, reference background documents and working methodology for workshops and seminars;
  • draft a yearly operational plan and quantitative, qualitative and impact indicators within a logical framework;
  • represent the project at Donor Coordination and Working Groups meetings and provide respective minutes;
  • supervise the activities within the logical framework an provide backstopping and assistance to team members;
  • draft Terms of Reference, activity plans, agendas for local and external experts involved in the analyses and implementation of project activities.

Required qualifications:

 

  • Degree (Bachelor and/or Master) in one of  the following fields: Civil Engineering, Public Administration, Business Administration;
  • At least two years of work experience in a relevant field; detailed knowledge of administrative and government structures of the Republic of Moldova;
  • Strong IT skills, analytical and report writing skills;
  • Very good knowledge of Romanian, Russian, and English is a precondition. German knowledge would be an additional asset;
  • Drivers’ license. Ability and motivation to conduct regular day trips throughout Moldova;
  • Strong communication skills, as well as a desire to work in an efficient, independent and innovative manner in a multi-disciplinary and inter-cultural team are expected.
