On 22-23 November, a joint workshop with Ministry of Regional Development and Construction (MRDC), Regional Development Agencies (RDA) and ‚Modernization of Local Public Services’ (MLPS) project  representatives took place.  The goal of the event was to establish and agree on the implementation modality for joint projects with possible funding from European Union (EU) sources, carried out in the second phase of the project.   

During these two days, concrete details on project implementation based on 5 pillars modality were discussed, namely:

  • Investment component;
  • Integrated planning and programming;
  • Capacity building of LPAs and service providers;
  • Functional inter-municipal cooperation;
  • Awareness raising among and information of citizens.

Also, three focus groups aimed at discussing the implementation procedure for joint projects were organised, where the roles and responsibilities for each sector were agreed upon. The subject of Regional Development Councils’ mission and role in promoting regional development strategies was given a special attention. 

Philipp Johannsen, GIZ Country Director and MLPS Project Manager: ‚We are here to discuss the scaling up of results achieved in the first phase of the project and which have to be extended in the second phase. In the further implementation of MLPS project, we must come with a common approach and ambitions.  This is an important detail, as the donors expect the results achieved in the first phase to be scaled up in the second phase of the project”.

Anatol Usatîi, Viceminister of Regional Development and Construction: ‚ We have been discussing for a long time the carrying out of this workshop, which is very necessary for all of us to plan the investments which are expected to come and the amount of which is so far the biggest in the regional development history.  That is why it is necessary to consider for the next phase of the project the best and less successful practices from the past”.

Valetina Plesca, MLPS/GIZ National Senior Advisor on Local Public Services: ‚A public service is based on a complex approach. All project partners have to get involved as we are all in the same boat. It is necessary to set from the very beginning the role and mission of each part, for this will help us be on the same track as planned’.
