The 5th regional and local sectoral planning building capacity workshop was held in the North region under “Modernization of Local Public Services” project, area of intervention 2, “Regional Planning and Programming” for the purpose of launching the regional planning process in Energy Efficiency (EE) and Solid Waste Management (SWM) sectors.

The objectives of this workshop are (a) submission and approval of the draft regional program for energy efficiency in public buildings and solid waste management , and (b) a List of possible concepts for energy efficiency projects in public buildings. This workshop will also address c) rayon profiles for  EE in public buildings.

The workshop was organized in five sessions : 1) Presentation of the role of the Regional Program in EE and SWM sectors in regional development, 2) Presentation of the Regional Program on EE in public buildings, 3) Presentation of the Regional Program on SWM, 4) Consultation of Rayon Profiles, 5) Approval of A list of possible projects Portfolio concepts on EE in public buildings.

Representatives of the Ministry of Regional Development and Construction, Ministry of Environment, members of the the working group of the North Development Region, representatives of local public administrations (LPA), specialists from the North Regional Development Agency (RDA North), representatives of the German Agency for International Cooperation (GIZ), heads of sanitation companies, NGO representatives and students from the Academy of Public Administration (APA), energy managers worked in groups to identify and create a vision of a system of solid waste management in the North region.

Also during the workshop the Regional Sectoral Program on Energy Efficiency and Solid Waste Management were presented to the members of the working group in boths sectors.

Pubic SWM and EE services must be streamlined at the regional level, including as regards the optimization of the quality of these secvices through their modernization in line with the European standards, as well as ensuring of the gradual connecting of these secrives to national systems.

The workshop was held with the support of “Modernization of Local Public Services” project, area of intervention 2, “Regional Planning and Programming”, which provides support to the Ministry of Regional Development and Construction and RDAs in starting the regional planning process in the SWM sector, by implementing the participatory principle. This process focuses on involving the working group representatives and other stakeholders in deciding on the desired level of service within specialized workshops. They are organized in three development regions of Moldova and are designed to develop the sectoral planning capacities at regional and local levels.
