On 16 October 2015 in the City Hall of Cahul the members of the Local Steering Committee (LSC) met in the second working sessions to evaluate activities for quarter II and III of 2015 and to plan activities for the quarter IV to be performed within the project ‘Modernization of Local Public Services (MLPS) in the Water Supply and Sanitation (WSS) sector in Cahul’.
During the meeting, the members of the Local Steering Committee proposed the change of the Steering Committee’s structure. Consequently, as chairman of the LSC was elected the mayor of Cahul town, Mr. Nicolai Dandis, Vice Chairman of LSC was appointed Vice President of Cahul rayon, Mr. Vlad Casuneanu and Natalia Culeva, specialist within the city hall of Cahul was confirmed as LSC secretary.

An important topic on the agenda of the meeting was to include Lebedenco village in the intervention area of the project ‘Modernization of Local Public Services (MLPS) in the Water Supply and Sanitation (WSS) sector in Cahul rayon’. Inclusion of the respective locality is appropriate in the context of signing the Finance Agreemen between the German Development Cooperation through GIZ and the Swiss Agency for Development and Cooperation. The financing agreement provides for allocation of funds for the construction of the main waterpipe from the pumping station of Cahul town to Lebedenco village and internal water supply networks for the following localities: Hutulu, Lebedenco and Ursoaia. LSC members agreed unanimously to expand the activities of the project in the area of Lebedenco commune.            

The identification of project manager was one of the topics discussed. During the meeting it was agreed that for the monitoring of activities related to the construction of infrastructure foreseen in the project, the hiring of project managers will be in the responsibility of local administration. However, LSC will work together with Cahul Rayon Council in identifying a project manager who will coordinate the project according to all aspects set out in the implementation plan (regional planning, inter-municipal cooperation, technical and financial assistance, investment measures and capacity development, community involvement).   

Also, during the meeting was presented the activity report for Quarter III, 2015, and were established the main tasks for the next quarter. The main task set is to initiate the complex process of creating a regional WSS operator.
