Today, in Braviceni, Orhei rayon, a workshop was held with representatives of the Ministry of Regional Development and Construction (MRDC), LPA level I and II from Orhei, Rezina and Soldanesti rayons, Centre Regional Development Agency (Center RDA), the German Development Cooperation through GIZ, experts and representatives of NGOs active in the region.

The purpose of the workshop was to review the development plans of the Joint Water Supply and Sanitation (WSS) service and Solid Waste Management (SWM) with representatives of local public authorities, representatives of decentralized services and local public service operators in the area of provision of the service.

Igor Malai, deputy head of the Directorate General for Regional Development of MRDC said that today’s workshop, addressing the waste management in the region, was very important, as the addressed topic was a priority for the region’s residents, but also for the people who gathered to make a change in this respect. ‘We rely heavily on your experience to put together a close cooperation in all fields. Division of roles is very important in cooperation, so that everyone knows what to do. Thus, by joint efforts we can solve problems in each region easier’, added the MRDC’s representative.

‘The region’s representatives attending the meeting are those who are actively involved whenever they are asked to. Now that we’ve had several working visits abroad with representatives of RDCs, where we saw the practice and real examples of inter-municipal cooperation, what we have to do is adapt the experience of our colleagues from abroad to the conditions of our country and focus our efforts in this direction’, said the Director of Center RDA, Tudor Mesina.

Together with workshop participants, GIZ experts Liliana Lucaciu and Ion Beschieru focused on defining the action plan taking into account the individual needs of the region. Delivery of quality public services and regionalization of the existing services requires inter-municipal cooperation, and these workshops demonstrate the willingness of representatives from the center region to get involved.

Since 2010, the German Development Cooperation through GIZ in cooperation with national and local partners has been implementing the project ‘Modernization of Local Public Services in Moldova’ (MLPS). The overall objective of this project is to improve local public services in selected localities in three priority sectors Water Supply and Sanitation (WSS), Solid Waste Management (SWM) and Energy Efficiency (EE).

The support is based on the assumption that improving access, quality and efficiency of local public services requires a comprehensive set of activities in local planning and programming, effective cooperation in service delivery, capacity building of local authorities and service providers, improving the service infrastructure and mobilizing community and citizen involvement.

In the implementation of projects, association of local governments in management of public services (water supply and sanitation and waste management) proved to be a challenge.

Sector Programmes for Development Regions North, Center and South on WSS and SWM have been developed based on the principle of inter-municipal cooperation and regionalization of services, confirming the need to develop the LPA’s capacity to cooperate.

Inter-municipal cooperation can improve the quality of public services, while their promotion from regional perspective can streamline the use of resources and modernize service delivery arrangements.

This meeting is the beginning of a process to support the implementation of Regional Sector Programmes, hereinafter RSP, by facilitating dialogue between local actors responsible for the joint delivery of quality WSS and SWM services and ensuring health and environmental conditions in the area of service management recommended by the Regional Sector Programme.
