With European Union support, over 1000 students and teachers at the ‘Dimitrie Cantemir’ Theoretical Lyceum in Balti municipality benefit from improved study conditions

On Thursday, 21 September 2023, the inauguration of the European Union-funded project on increasing energy efficiency in the ‘Dimitrie Cantemir’ Theoretical Lyceum took place in Balti. The event took place in the context of Northern Development Region Days, 9th edition and the EU Diplomacy Weeks for Climate and Green Energy, which runs this year under the theme ‘Building the future: green, renewable energy and equal opportunities’.

The event was attended by Minister of Infrastructure and Regional Development, the Ambassador of the European Union to the Republic of Moldova, Deputy Head of Mission at the Embassy of the Federal Republic of Germany to the Republic of Moldova, the management of the North Regional Development Agency (North RDA), GIZ Moldova representatives, local public authorities, representatives of the construction company, students and parents, as well as residents of Balti.

The ‘Dimitrie Cantemir’ Theoretical Lyceum in Balti was renovated and improved its energy efficiency following the implementation of 11 investment measures. Thus, the building envelope (3.287sqm) was thermally insulated, a rainwater collection and drainage system and a system of protection against electric shocks, as well as a snow protection system were installed. The building was supplied with renewable energy by installing 25 photovoltaic panel units with a total output of 10.0 kW. These will cover the high school’s electricity consumption equivalent to three months of the winter season. The lyceum’s premises were provided with ventilation and fire-fighting systems and sanitary inventory; an access way for people with special needs was built; the institution’s kitchen was upgraded and equipped with technical equipment. The works were carried out from December 2020 to August 2023.

Following the implementation of the project, it is expected that the annual normalized energy consumption at the ‘Dimitrie Cantemir’ Theoretical Lyceum in Balti will be reduced by about 547 MWh (or 62%) and the annual normalized CO2 emissions – by about 125 tons (or 62%).

The total value of the ‘Increasing Energy Efficiency of ‘Dimitrie Cantemir’ Theoretical Lyceum project in Balti is around 24 million MDL, of which 23.8 million lei is EU funding and over 130 thousand lei – co-financing from the Balti Municipal Council. Outside the funding agreement, the City Hall of Balti also contributed 4.6 million lei for the interior rehabilitation of the educational institution.

The investment measure ‚Increasing Energy Efficiency of ‘Dimitire Cantemir’ Theoretical Lyceum in Balti municipality’ is funded by the European Union and implemented by North RDA under the ‚Construction of water supply and sanitation infrastructure as well as energy efficiency in public buildings’ project. The project is funded by the European Union and implemented by the German Development Cooperation through GIZ (Moldova) in partnership with the Ministry of Infrastructure and Regional Development (MIRD). The total budget of the project is 39.8 million Euro.
