German Development Cooperation through GIZ and the Ministry of Regional Development and Construction continues the collaboration with the Academy of Public Administration of the Republic of Moldova, focusing on capacity building of local public authorities of level I and II in strategic planning, project development and regional development.

Thus, during February – June 2014, there will be held 7 professional development trainings for the staff of local public authorities:

  • Training program “Planning and Programming at local and regional level”

Module I “Management and Strategic Planning “- 2 courses (24 to 28 February, 12 to 16 May).

Module I “Management and programs / projects development” – 2 courses (10 to 14 March, 2 to 6 June).

This program lasts for 10 days ( 40 hours for each Module ) and aims to improve the capacity for elaborating strategic community development plans; and for enlarging and managing local/regional projects by gaining new knowledge, sharing experience and successful practices, assessing own communities, identifying and using tools for strategic planning, community development and project management.

  • “Regional Development” – 3 courses (24 to 28 March, 7 to 11 April, 26 to 30 May).

This course lasts for 5 days (40 hours) and aims to familiarize participants with the process of regional development through the values ​​and standards of the European Union in this field, taking into account the effective mechanisms of regional development and the involvement tools of social actors in regional development in the territory.

During the period 10 – 14 of March, 2014 it is organized the course entitled Project/Program management and development, which aims to enhance the participants’ theoretical and practical skills needed for correct elaboration and implementation of projects in local public administration. This training module comes to address a number of important topics, such as:

–           Introduction to project cycle management;

–           Development partners of and external assistance to the Republic of Moldova;

–           National regional development tools and mechanisms;

–           Establishing project objectives;

–           Choosing intervention strategies;

–           Project logical framework;

–           Planning the project activities;

–           Project budget and accounting requirements;

–           Project proposals and guidelines for applicants;

–           Project evaluation and selection criteria, including mistakes to be avoided;

–           Project launch and implementation;

–           Ensuring project visibility;

–           Monitoring and evaluation;

–           Project auditing and reporting;

–           Examples of good practices of implementing local projects in the Republic of Moldova.

In March 2012, the Academy of Public Administration (APA) of the Republic of Moldova, the Ministry of Regional Development and Construction (MRDC) and the German Development Cooperation through GIZ, signed a Memorandum of Understanding on the implementation of regional development policies through capacity building of LPAs, RDAs, RDCs (Regional Development Councils) and the trainers involved.

The project “Modernization of local public services in the Republic of Moldova” is implemented by the German Development Cooperation through GIZ and has financial support of the German Ministry of Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), the Ministry of Foreign Affairs of Romania and the European Union.
