On September 16, 2014 three training modules were launched. Beneficiaries of these training modules will be 114 accountants and economists working in the water and sanitation companies. The training program was developed by “Moldova Apa-Canal” (AMAC) in partnership with the Academy of Economic Studies of Moldova (ASEM) and coordinated with the Ministry of Finance and the Association of Professional Accountants and Auditors of Moldova (APAC), as well as specialized consulting companies. The training is co-funded by the German Government.

The launch began with the signing of the grant agreement between GIZ and AMAC, with the total value of 15.000 EUR. The grant is awarded by the German Development Cooperation through GIZ, the project “Modernization of Local Public Services in the Republic of Moldova”.

The event was attended by representatives of the Ministry of Environment, Ministry of Finance, AMAC, APAC, academia, development partners and journalists interested in economic issues.

The training modules are held following the opening of the collaboration with Moldova Apa – Canal association  with the prospect of continuing cooperation in the future in terms of implementation of activities to increase the capacity of the water supply and sanitation service operators in the Republic of Moldova”, said the Senior local public services consultant, Valentina Pleşca.

In turn, the President of AMAC, Constantin Becciev, said: “The openness of GIZ in providing financial support for the organization of training courses for accountants and economists operating in the WSS sector is very important. We hope for a good cooperation between AMAC and the MSPL project in terms of capacity building of WSS operators in the Republic of Moldova.”

Present at the launch, the Deputy Minister of Environment, Dorin Duşciac, said: “The willingness of WSS operators to apply European standards in the operational process by training the staff responsible for managing public water service is more than welcome.”

The participants were presented the modules designed for accountants and economists, given that from 1 January 2015 the new accounting standards, adjusted to European standards, which came into effect on January 1, 2014, would be mandatory, with the year 2014 as one of transition to new rules:

  1. International Financial Reporting Standards
  2. Transition to the new National Accounting Standards. Regulatory and practical aspects
  3. Management of costs according to new accounting rules

A better knowledge in these areas helps in the continuous training of water supply and sanitation service operators. GIZ will also support AMAC in design of other training modules, including in operational management, anticipating the signing of the bilateral cooperation agreement.

In water supply and sanitation, the German Development Cooperation through GIZ supports three pilot projects in Cahul, Râşcani and Leova rayons, implemented by the Regional Development Agencies (RDAs). In addition to physical investments, GIZ provides assistance to regional sectoral planning. Recently, each of the 3 development regions – North, Center and South – have adopted Regional Sector Programs – designed to promote the attraction of investment in water and sanitation.

The “Modernization of local public services in the Republic of Moldova” project is implemented by the German Development Cooperation through GIZ and is financially supported by the German Ministry for Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), Ministry of Foreign Affairs and the European Union.

“Moldova Apa-Canal” Association was founded in 2000 as a voluntary noncommercial association of water and sanitation companies in Moldova. Its purpose is to assist companies providing water services and sanitation in Moldova in production, technical and scientific, commercial and other activities, as well as to promote their interests in central and local government bodies and other bodies.
