Local public authorities (LPA) level I and II representatives from Drochia, Soroca and Floresti rayons, eligible to participate in the Call of Proposals for regional development projects in 2017-2020, took part on Wednesday, 30 March, in a workshop held at Constantin Stere Lyceum from Soroca. Around 70 potential beneficiaries of funds allocated from National Fund for Regional Development attended the event.

On Thursday, 24 March, a similar event was organised in Balti, where around 100 LPA representatives level I and II from Balti municipality and Singerei, Riscani, Glodeni and Falesti rayons participated. Also, on Friday, 25 March, this kind of information session took place in Edinet, where 70 LPA representatives level I and II from Briceni, Ocnita, Edinet and Donduseni rayons participated.

In the opening, Ion Bodrug, RDA North director mentioned it is important for all local authorities to be involved in information sessions of the launched competition. He informed the participants that all applications will be examined in detail in several stages and only those meeting the set of criteria required by the regulation of the competition will be selected. By the end of this year, a roadmap of regional development projects to be implemented during 2017-2020 will be developed.

Sergiu Cecan, head of Division for Relations with regional development institutions within MRDC, said: ‘The projects have to be of regional importance and widely contribute to achieving regional development objectives. Also, in order to observe the administrative decentralization principles, the project ideas must come from the local authorities. The Ministry of Regional Development and Construction (MRDC) does not want to impose a project idea, that has to be realized somewhere in the territory’.

In his turn, Mihai Mitu, Soroca Rayon Council president and host of the event in Soroca, thanked RDA North representatives for the close cooperation with local public authorities. Soroca Rayon president encouraged local representatives to develop and submit projects that would solve the priority problems of the localities. ‘I think that the allocated funds and projects selected will have indeed a positive impact on the quality of lives of people in our country’ said Mr. Mitu.

During the session, North RDA specialists presented the new rules for project proposals application, responsibilities and roles of actors involved in project implementation, other opportunities of obtaining funds besides NFRD. Also, RDA North representatives mentioned that the value of all projects selected within the national call of proposals is approx. one billion lei which will be gradually allocated until 2020, from NFRD sources.

At the end of the information session, Marin Capraru, EUSDR representative informed the local authorities regarding the benefits of the EU Strategy for the Danube Region in the Republic of Moldova. More useful information on this subject can be found below, under heading EUSDR.

Until 3 May 2016, LPAs level I and II from the Development Region North (Balti, Briceni, Edinet, Donduseni, Drochia, Falesti, Floresti, Glodeni, Ocnita, Rascani, Sangerei, Soroca) can submit concept notes to RDA North (mun. Balti, 8, Piata Vasile Alecsandri). Several stages will follow: filling in of concept notes, selection and approval for financing. This process will take 5 months.

The selected projects will obtain funding from NFRD and have to be related to the following fields: regional and local road infrastructure, water supply and sanitation, solid waste management; business infrastructure development, enhancing tourist attraction and energy efficiency in public buildings.
