On 23 January 2018, the rector of the Academy of Public Administration (APA), Oleg Balan had a meeting with Christina Otto, Project Manager of ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project, implemented by the German Development Cooperation through GIZ. GIZ/MLPS delegation was composed of Alexandr Muravschi, National Senior Advisor on policy coordination on regional development, Simon Boehler, International Advisor on capacity development and Tatiana Bilba, GIZ advisor.

During the meeting aspects related to the carrying out of the administrative reform in the Republic of Moldova and APA role in this process were discussed and, also, the perspectives for cooperation of the Academy with GIZ. 

Oleg Balan appreciated the good cooperation between APA and GIZ, through which during the last years several projects were implemented in the field of professional development of civil servants from all over the country. Currently, with GIZ support the project ‘Implementation of quality management system’ is being carried out.

In the same context, Oleg Balan specified that recently, a new service was established in the Academy – Quality Management Department and a Quality Council aiming at preparing the institution for international accreditation in this field. As regards the administrative reform, APA rector mentioned that: ‘…The Republic of Moldova really needs the administrative territorial reform. With GIZ support we held three thematic forums on regional development, one of which was on the topic of the administrative territorial reform in the Republic of Moldova’.

The vice rector of APA, Aurel Simboteanu, also, present at the meeting talked about the administrative reforms carried out in the Republic since independence and emphasized that it is necessary that the current reform is made based on a well-founded scientific concept.

Christina Otto and GIZ/MLPS representatives, also, mentioned the efficient cooperation with the Academy of Public Administration in the field of professional development of staff of public authorities and expressed their availability for a further dialogue and implementation of new joint projects.
