On 8 May 2015 was signed a memorandum of understanding for a water supply pilot project for Leova rayon, in the amount of approx. EUR 2.6 million. The sources were provided by the German Government, through the project of the German Development Cooperation through GIZ, ‚Modernization of local public services in Moldova’.

Thus, it is to be built about 23 kilometers of main water pipe to reservoirs of Iargara city. At the first stage, 12,000 residents will benefit from the infrastructure – from Iargara city and four neighbouring villages (Filipeni, Romanovca, Cupcui, Sarata Noua). Subsequently, 30 localities, ie 50,000 people, representing 95% of the rayon’s population will have the technical capability to connect to the main water pipe.

It will also be rehabilitated the water treatment plant; will be built and equipped three water pumping stations and 4 water tanks. In addition to infrastructure investments, the German support is coming to help in adjusting local plans and programmes according to sectors concerned, intensify cooperation between localities for joint provision of services, capacity development of service operators and information and public awareness.

The Memorandum of Understanding was signed between the German Development Cooperation through GIZ, the Ministry of Regional Development and Construction (MRDC), South Regional Development Agency (RDA), Leova Rayon Council and the City Hall of Leova.

According to the document, the project will be implemented by South RDA, which will be responsible for carrying out public procurement, monitor execution works and transmit goods to local administration. In turn, local authorities will have to mobilize people, in order to connect to the water system and pay bills punctually.

“This project is of particular importance as it contributes to providing drinking water to inhabitants of Leova rayon. Besides infrastructure development, and will focus on service operators’ capacity development and community mobilization’ says Ion Stratulat, Deputy Minister of Regional Development and Construction.

On 25 September 2014, Leova Rayon Council adopted the updated chapter on water and sanitation of the Socio-economic development strategy, developed with the support of GIZ and South RDA. The document provides a series of measures and actions aimed at supplying all localities of the rayon with quality water from a single source – the river Prut.

In the context of water supply and sanitation sector, GIZ also supports two pilot projects: in Cahul and Riscani rayons.

The project ‘Modernization of local public services in the Republic of Moldova’ is implemented by GIZ and is financially supported by the German Ministry of Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), the Ministry of Foreign Affairs of Romania and the European Union.
