During the period between January – Junr 2014, the residents of Soldanesti, Floresti and Rezina are being informed about the benefits of separated waste collection, but also about the responsibility of citizens to pay bills for this common good on time. The campaign, entitled “For Health and for a Cleaner Environment, Collect Waste Separately”, is conducted by the Center and North Regional Development Agencies, with the financial support from the German Government. The support is provided under the “Modernization of local public services in Moldova” project, managed by the German Development Cooperation through GIZ.

The promotion materials underline the benefits of separate waste collection for health and for the environment. Thus, the population will have to place waste in separate bins: paper, glass, plastic-metal-tetrapak and residual waste. To illustrate the separation criteria, an extensive sanitation campaign will be organized for each of the three rayons.

The separate collection of waste will start in spring-summer of 2014. The monthly cost of this service will be 8 lei per person for rural residents and 10 lei per person for urban residents.

The campaign slogan, “For Health and for a Cleaner Environment, Collect Waste Separately”, accompanies the 20,000 brochures to be distributed to citizens within the planned 35 public meetings. In addition, 400 posters will be placed in 35 localities. At the same time, the campaign message will be printed on 40 billboards.

Consultants of “Habitat” RDA, the non-governmental organization selected through competition to manage the communication campaign will hold 70 thematic public lectures for pupils of 35 schools from the three rayons. Three thematic drawing contests will be organized for the pupils.

At the same time, the campaign involves consultancy for the local citizens’ committee, established for each of the 25 localities involved, to oversee the proper implementation of the street lighting project. The Committee is an initiative group of people who voluntarily engage in community mobilization, in order to collect waste separately and pay the fee for the public service on time.

“We will do our best for the citizens of project localities to be sensitized and motivated about the opportunities offered by the separate collection of solid waste. Step by step, we will help build a positive attitude of people for a cleaner environment, which means health for them and for the posterity,” Valeriu Rusu, Executive Director of “Habitat” RDA recounts.

The pilot project, funded by the German Government, is managed in partnership by the Center Regional Development Agency (Soldanesti and Rezina rayons) and the North RDA (Floreşti rayon). At this point, the pilot project covers 77,000 residents. Gradually, it is expected to cover the needs of all the 200,000 inhabitants of the micro-region.

A sanitary landfill will be built in Parcani, Soldanesti, two recycling plants in Soldanesti and Floresti and two transfer stations in Cotiujenii Mari and Floresti.  At this stage, over 460 platforms have been built and bins have been purchased.  The maximum capacity of the landfill will be 750,000 cubic meters, enough for the entire population of the micro-region. The service period is estimated at 25 years.

The service provider “Apa-Canal Şoldăneşti” received substantial German investment in 2013, enabling it to expand its activity and become an efficient and profitable operator. The headquarters of Î.M. „Regia-Apă Şoldăneşti” were renovated, the value of works amounting to about 940 thousand lei. At the same time, in order to optimize the operational capacity of the enterprise, specialized equipment was purchased: recycling equipment, compactors, bulldozers, tractors etc. Uniforms for the 30 office and technical employees have also been purchased.

The municipal enterprise, founded in 2007, is expected to expand its service area and be reorganized into a joint stock company. A joint stock company will be established in Floresti too.

In August-September 2012, 70 LPA I in Soldanesti, Floresti and Rezina rayons signed cooperation agreements for the joint provision of waste management service.

GIZ approach is to foster inter-municipal cooperation, so that neighboring localities would provide joint services in order to increase efficiency and optimize costs.

Since February 2014 the Center and North Development Regions have Regional Sector Programs on waste management, developed with the support of GIZ. These are operational tools in regional planning, aiming to increase the capacity of LPAs to develop sustainable regional development projects and create conditions for the development of waste management project pipeline.

The “Modernization of Local Public Services in Moldova” Project is implemented by the German Development Cooperation through GIZ and is financially supported by the German Ministry of Economic Cooperation and Development, the Swedish Agency for International Development Cooperation (Sida), the Ministry of Foreign Affairs of Romania and the European Union.
