The Regional Sector Program for Energy Efficiency in Public Buildings (RSP EEPB) was approved at the Center RDA meeting of February 12, 2014 (Decision no. 01-03). The RSP EEPB is a regional planning operational tool developed to increase the capacity of LPAs to develop sustainable regional development projects and create conditions for the development of energy efficiency projects flow, incorporating development needs of the sector concerned in the TDC, observing its compliance with the sectoral policies, the existing practices and the relevant strategic framework.

The RSP EE was developed in the course of 2013 by the Technical Working Group (TWG), guided by GIZ/GOPA 2 experts, since February 2013, when the first TWG meeting was held and ended by the Public Consultation event in December 2013.

The public buildings targeted by the RSP were classified in the following categories:

  • Education sector buildings (preschool and pre-university);
  • Health sector buildings (public hospitals, health facilities, outpatient facilities, polyclinics);
  • Public administration buildings (LPA I, rayon councils).

These building categories are in line with the National Statistical Yearbook of the Republic of Moldova 2011.

The objectives defined in the RSP were based on the objectives set in the existing strategies:   

v  National Action Plan for Energy Efficiency 2013-2015;

v   National Energy Efficiency Program 2011-2020;

v  National Development Strategy „Moldova 2020″;

v  Energy Strategy by 2030. 

The overall objective of the RSP on EE is to streamline energy consumption in public buildings in the Center Development Region by gradually shifting to new standards according to requirements of the European Union Directives.

The specific objectives of this document are:

  • Strengthening the legal and institutional framework and the local and regional strategies that will help improve the relevant national laws;
  • Improving the process of identification, development and implementation of sustainable investment projects;
  • Developing the energy management infrastructure at the regional level;
  • Developing the energy efficiency skills of public institutions’ representatives;
  • Informing the general public and raising its awareness on opportunities to reduce energy consumption at the regional level.

Following the review of the current situation concerning the EE in public buildings within the Center DR, a consumption of about 340 thousand MWh was calculated, with the highest consumption in Hincesti, Ungheni and Orhei rayons.

Vision on EE in the public buildings of Center Development Region. Building on the overall objective of the Regional Sector Program on energy efficiency in public buildings, the vision of the Center Development Region by 2020 is to reduce energy consumption by approximately 27,563 MWh through energy rehabilitation of about 174,452 m2 of the surface of public buildings.

The renovated 174,452 m² of 87 public buildings require investment of about 42.5 mln. Euro, which will generate savings of about 27,563 MWh.

Approximately 60% of investment costs are directly related to energy saving measures, and 40% of the total investment costs are related to capital repair works (such as renovation of roof, sewerage system etc.), that ensure project sustainability. In some projects energy savings can be lower than those estimated based on the necessary heat comfort.

All measures planned under the EE PB Program will help reduce the energy consumption in general and carbon dioxide emissions implicitly, as well as emissions of other harmful substances in the atmosphere.
