On 7 July, in Cimislia was organized seminar on ‘Public procurement – private sector opportunities through optimization and association’ for the representatives of private sector from the south region. The event was attended by representatives of South Regional Development Agency (RDA), Public Procurement Agency (PPA), Chamber of Commerce and Industry (CCI), German Development Cooperation through GIZ) and private sector representatives from South Development Region.

Within the workshop, sequa international experts, Anja Theurer and Torsten Stehr presented the audience information about public procurement legal framework in the Federal Republic of Germany, and on how to carry out public procurement process, and communication with the public sector in this country.

Tatiana Cojocaru, director of CCI Hancesti subsidiary, stated that the institution she represents, organizes information sessions and workshops for agencies and economic operators involved in public procurement process. According to her there are many challenges in the area, but the main problem is the ignorance of public procurement legislation. The purpose of these seminars is to inform the parties involved with the relevant legislation, said Tatiana Cojocaru.

‘These seminars are very useful, for the simple reason that all parties involved in public procurement process get together and exchange their experience and knowledge that will be used in the future. In public procurement in Moldova there are several issues that must be solved, otherwise we will remain at that stage where we are now. Indeed the lack of information or ignorance is the greatest of them, but no other can be ignored, corruption or lack of transparency in the public procurement process’, said Nicolae Danila, Apa-Canal, Stefan-Voda, director of Municipal Enterprise ‘Apa-Canal Stefan Voda’.

The existence of problems and challenges in the field of public procurement has been mentioned as well by Ecaterina Grib, local expert in public procurement. ‘The biggest challenge, however, is the ignorance of legal framework. Considering that there are many regulations and normative acts in public procurement domain, the actors involved in the process, fail to fully examine them. Of course, there are other challenges mentioned by participants, but they must understand that when you have a good and complete offer, you have nothing to fear and anytime, post factum, if you think you have been disadvantaged, you may go to court and prove the opposite’, said Ecaterina Grib. In this regard, we must understand that there are no specialists competent in all areas at the same time, and the workshops organized are designed to inform economic operators about their rights and obligations in the procurement processes’, added the expert.

The seminar on ‘Public procurement – private sector opportunities through optimization and association’ is organized in all three development regions of the country. On 6 July, it was held in Centre Development Region, in Ialoveni, and tomorrow, 8 July, it will be organized in Balti, for North Development Region representatives. The events take place with the financial support of the European Union, provided under the project ‘Modernization of local public services in the Republic of Moldova’, implemented by the German Development Cooperation through GIZ, in partnership with the Ministry of Regional Development and Construction (MRDC) and North, Centre and South Regional Development Agencies (RDA).

Complementary private sector support is provided by sequa consulting company, in partnership with the Chamber of Commerce and Industry of the Republic of Moldova (CCI) and its local branches.
