The German Development Cooperation through GIZ is looking for a Senior National Technical Advisor within its „Modernization of local public services in the Republic of Moldova“ project.

The Senior Advisor will work under the direct supervision of the responsible International Advisor.

The main responsibilities shall include:

  • Supporting the overall management of IA1 in planning, coordination, implementation, reporting and monitoring of all relevant activities;
  • Supporting the planning and cooperation processes of national, regional and local actors with regard to improvement of local public services in the context of regional development;
  • Analyzing existing processes and description of strategic processes in the field of local public services;
  • Analyzing relevant legislation and policy documents and drafting of respective summary documents for the project team;
  • Drafting terms of reference and activity plans for planned Financial Agreements with selected Local Public Administrations (LPA);
  • Preparing agendas, input papers, reference background documents and working methodologies for workshops, trainings and seminars;
  • Drafting a yearly operational plan and quantitative, qualitative and impact indicators within a logical framework;
  • Drafting monthly work plans and budgets in close coordination with the National Advisors, the Team Leader of the consulting team and project administration;
  • Representing the project at donor coordination and working group meetings and provide respective minutes;
  • Coordinating the activities within the planning framework and provide backstopping and assistance to team members;
  • Coordinating the documentation of project activities and provide inputs for yearly project  progress reports;
  • Facilitating the realization of short term consultancy and backstopping missions as well as delegation visits from GIZ headquarters, the German Ministry of Economic Cooperation and Development and other institutions linked to the project;
  • Supporting and coordinating National Advisors of IA1 in the implementation process and respective sub-activities and in evaluating and monitoring MLPS IA1 projects;
  • Collecting information for project evaluations;
  • Analyzing stakeholder needs  related to local public services and identify demand and opportunities for appropriate action.

Required qualifications:

  • Degree (Bachelor and/or Master) in one of  the following fields: Public Administration, Business Administration or other related area;
  • Over 5 years of work experience in a relevant field; detailed knowledge of administrative and government structures of the Republic of Moldova;
  • Strong IT skills, analytical and report writing skills;
  • Very good knowledge of Romanian and English, Russian and German would be an asset;
  • Strong communication skills, as well as a desire to work in an efficient, independent and innovative manner in a multi-disciplinary and inter-cultural team are expected.
