Sector Working Group members met in the 4th workshop on regional and local roads infrastructure in Centre Development Region.

The meeting was attended by representatives of the Ministry of Regional Development and Constructions, Centre Regional Development Agency, Ministry of Transport and Road Infrastructure (MTRI), State Road Administration (SRA), regional sector working group members (Rayon Councils, Roads maintenance enterprises), MLPS, experts offered by the German Development Cooperation through GIZ and other participants.

Tudor Mesina, director of Centre RDA mentioned the importance of involving the Regional Working Group members in the development of this document for when it will be applied in practice to be useful and contain relevant information. Today’s workshop is very important because it will be soon launched the public consultation process of Regional Sector Programme (RSP) in Regional and Local Roads (DRL) for it to be subsequently approved and come in support of regional development projects this area, added the director of Centre RDA.

The representative of the Ministry of Regional Development and Constructions, Parascovia Petrachi said that it is very important to understand that the RSP in RLR on which the working group is focusing is not meant to substitute national documents in this area. It is elaborated in accordance with current national strategy and plans and will emphasize the specific situation in the Centre Region in terms of regional and local roads situation.

Regional Sector Programme in Regional and Local Roads is one of a number of documents which have been worked on in the sector working groups. Previous similar workshops were conducted for energy efficiency, water supply and sanitation and solid waste management for which Centre Regional Development Council approved the Regional sector programmes you can find on the website of Centre RDA, said Stela Corobceanu, GIZ expert. It is in these workshops we together seek to establish priorities and to work together effectively as with national and international experts to have a qualitative document from reliable sources.

During the today’s workshop, Alexandru Avdeev, specialist within Strategic planning and programming Section did a survey of earlier conducted stages in the development of RSP.

GOPA and GIZ experts presented the preliminary version of the Regional Sector Programme (RSP) in RLR infrastructure for the Centre Development Region. Also, the working group members discussed with experts provided by GIZ the identification process of possible project concepts (PPC).

The participants in the working session were presented an application form model for PPC. The representatives of the region were actively involved in discussions to have it approved to the end. After the approval of the RSP in RLR it will ensure the development of investment projects for Centre Development Region.

As a result of these meetings it is foreseen the development of Regional Sector Programme in RLR and a portfolio of investment projects at regional level. The planning process is carried out by the Technical Working Group consisting of representatives of the Ministry of Regional Development and Constructions, Centre RDA, Ministry of Transport and Roads Infrastructure, Rayon Councils, guided by national and international experts.
