Was held the fourth workshop entitled ‘Regional Sector Planning in regional and local roads infrastructure (RLR) in North Development Region’, strategic planning activity to identify the needs for improvement of regional and local roads in the north of the country.

Moderated by Maria Prisacari, specialist in strategic planning within North Regional Development Agency (North RDA), the workshop was divided into two sessions, during which participants were presented the preliminary version of the Regional Sector Plan (RSP) in RLR infrastructure for North Development Region (NDR), then was discussed the process of identifying possible project concepts in RLR. It was also performed a survey of earlier conducted stages in the development of RSP.

The workshop was attended by representatives from the Ministry of Regional Development and Constructions (MRDC), Ministry of Transport and Roads Infrastructure, State Road Administration, Rayon councils of NDR, regional sector working group members of NDR, specialists from North RDA, project ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) etc.

North RDA Director, Ion Bodrug, stressed the importance of involving regional working group members in the development of RSP, stressing that the RSP should be professionally drawn from the beginning. ‘It follows that this document is subject to public consultation and then approved by the members of North Regional Development Council. We need a well thought out document, to support the projects of road infrastructure improvement with regional impact’, said the Director of North RDA.

The representative of MRDC, Parascovia Petrachi said that the RSP in LRL is prepared in accordance with current national development documents, providing solutions in terms of improving road infrastructure in NDR.

Records of projects will be the final result of regional sector planning workshops, ready to be submitted to European funds and presented to interested donors.

Regional sector programming in RLR infrastructure sector is a participatory process for strengthening planning and programming capacity in NDR, which will ensure the development of investment projects.

Since 2012, in NDR are organized such workshops in three intervention areas: Water supply and sanitation (WSS), Solid waste management (SWM) and energy efficiency (EE). From 2014, there will be organized similar workshops in the field of regional planning in the regional and local roads (RLR). For the 4 sectors was created by a working group (WG). Together with specialists from North RDA, national and international experts, WG will participate in the process of developing integrated regional sector plans. This process will be completed by the end of 2015.

Development Regions North, Centre and South were, since 2010, actively involved in the initial processes of regional development, led by Regional Development Councils (RDCs) and RDAs. This took place within a regional policy developed by the MRDC.

Regional sector planning workshops are held with the financial support of the European Union, provided under MLPS project, managed by the German Development Cooperation through GIZ. The project aims to improve local public services in villages and towns in the Republic of Moldova. The main beneficiaries of the project are MRDC, RDAs and Regional Development Councils and communities in development regions of the country.
