The representatives of small and medium-sized enterprises were trained in terms of presenting more professional and competitive offers within public tenders carried out by the Regional Development Agencies.

There were held by 3 training sessions in three Development Regions North, Centre, South, during October – November 2014.

The complementary private sector support is provided by sequa consulting company, in partnership with the Chamber of Commerce and Industry of Moldova (CCI) and its local branches. The training sessions are held with the financial support from the European Union, offered within the project ‘Modernization of Local Public Services in the Republic of Moldova’, implemented by the German Development Cooperation through GIZ, in partnership with the Ministry of Regional Development and Construction and Regional Development Agencies (RDAs) North, Centre and South.

The training agenda covered the following topics:

  • Challenges faced by the economic agents in the public procurement process
  • Legal Issues in public procurement. Obstacles encountered by the economic operators
  • RDAs experience and difficulties in conducting public procurement procedures. Practical recommendations for economic operators
  • Support of CCI in providing information to economic agents and preparing tender documentation.

During the sessions, the emphasis was on four priority areas in the regional development:

  1. Water and sanitation;
  2. Energy efficiency in public buildings;
  3. Solid waste management;
  4. Local and regional roads.

‘The information presented was useful. I leave the seminar with many answers, which are not clearly described by the relevant law and regulations. Novelty for me was the advantages of e-procurement system’ reports the lawyer of Construct SRL, Ecaterina Ciobanu.

In total, the training received about 120 representatives of small and medium sized enterprises, interested to participate in tenders for regional development projects.
