Regional Sector Programming (RSP) in Regional and Local Road (RLR) infrastructure is a participatory process for the planning and programming capacity building in South Development Region, which will ensure the development of investment projects. Regional Sector Planning and Programming is developed with the support of the project ‘Modernization of local public services’ implemented by GIZ and funded by the European Union.

Regional Development Strategy South 2010-2016 establishes among the basic priorities the rehabilitation of physical infrastructure as well, including a more efficient territorial planning system, modernization and development of access routes, road infrastructure and international connections.

Workshop no. 3 aimed to present Chapter 3 of the RSP on the desired sector development level until 2018 – 2020.

The third workshop was attended by representatives of the Ministry of Regional Development and Construction, South Regional Development Agency, Ministry of Transport and Road Infrastructure (MTRI), State Road Administration (SRA), regional sector working group members (Rayon Councils, Road maintenance companies), national and international experts and GIZ advisors.

At the beginning of the event, South RDA director, Mrs Maria Culeşov said that ‘previous workshops were held in a lucrative atmosphere and gave good results. During this workshop we have to work and take very important decisions for the entire region. It follows that as a result of these activities to develop a qualitative and well-structured draft document’.

The workshop addressed issues related to regional development objectives, through the modernization and development of access routes, road infrastructure and international connections.

Participants, regional working group members have conducted practical exercises, through which have formulated ​​the development vision of RLR sector and assessed possible risks.

According to the studies performed there have been identified 242 km of RLR corridors, which is 33.5% of the total of roads in the South Region.

At the end of the workshop there were identified and discussed political, legal, financial and socio-economic risk mitigation measures.

Regional Working Group in regional and local roads identified actions to be taken until the next workshop, to be held in August.
