Representatives of local public administration (LPA) of Soroca Rayon and the Institute for Development and Social Initiatives “Viitorul” (IDIS “Viitorul”) met in the premises of North Development Agency (North RDA) to discuss on the organization and inter-municipal cooperation in Soroca Rayon, focusing on Tătăruăuca Veche cluster.

On this occasion, within a roundtable, the participants identified solutions to create common local services that would meet several localities from Soroca Rayon, based on the experience of the six villages that are part of Tătărăuca Veche commune, where already exists a public service of street lighting, created after that North RDA conducted the pilot project ‘street lighting in the village of Tătărăuca Veche, Soroca Rayon’ with the financial support from the project ‘Modernization of Local Public Services in the Republic of Moldova’, managed by the German Development Cooperation through GIZ.

 ‘Inter-municipal cooperation gives added value to regional development projects and the street lighting project in Tătărăuca Veche village showed us this, even though we faced some difficulties in the creation and operation of street lighting service’ said the North RDA Director, Ion Bodrug.

‘In a globalized world, it is impossible to obtain results without working together’ said the deputy head of the General Directorate for Regional Development (GDRD) of the Ministry of Regional Development and Construction (MRDC), Igor Malai. ‘People need to join as to be able to work together; this meaning benefits and shared responsibilities’ said the representative of MRDC.

However, the MRDC’s official pointed out that, before identifying the association modality between the communities and developing a joint action plan, it is important to identify the object of the association, around which interested localities would cooperate for development.

‘The current legal framework does not allow LPA to develop effective joint local services, that is why it would be appropriate to create a more simple mechanism for inter-municipal cooperation, that would be affordable for small municipalities’ said Igor Neaga, GIZ advisor.

‘As long as the local public finances will be focused elsewhere, as long as the decentralization reform will not be carried through, common local services will not succeed’ said the Mayor of Tătărăuca Veche, Liviu Raischi.

In turn, Anatol Moldovan, IDIS ‘Viitorul’ expert, presented an action plan aimed at implementing a number of activities included in the Terms of Reference for the organization and promotion of inter-municipal cooperation in Soroca Rayon, focusing on Tătărăuca Veche cluster.
