Members of Regional Sector Commission in the field of Solid Waste Management (SWM RSC) from Centre Development Region, created with GIZ (German Development Cooperation through GIZ) support under the ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project have met on Friday, 8 June, in a second meeting.
The event was, also, attended by representatives of local public administrations of Centre Region rayons delegated to technical support group for SWM RSC, GIZ advisors and experts as well as specialists of Centre Regional Development Agency (RDA).
At the beginning of the meeting, Ala Bragoi, head of Strategic Planning and Programming section from Centre RDA recommended that the participants get actively involved in RSC work and use this platform to generate efficient ideas and solutions. In his turn, national advisor Denis Parea reconfirmed that German Development Cooperation through GIZ is open to provide the Commission with the necessary support so it carries out its mission effectively.
Tamara Guvir, GIZ expert, presented the report on the current situation of SWM sector in Centre Region referring in particular to localities meeting necessary conditions for the creation of temporary landfills and the priorities applied for their selection.
At the meeting the participants discussed the perspectives of implementing the projects developed for SWM sector and the need of a more efficient communication with the central government responsible for this field. It was agreed to submit an official collective request on behalf of all Regional Development Councils (RDCs) regarding the organisation of a joint meeting with RDC members, representatives of local public administration and decision-makers from central public administration to discuss the perspectives of managing the SWM sector.
Also, at the meeting the Work Plan of SWM RSC for second quarter of 2018 was presented. It was drafted according to suggestions and proposals spelled out by RSC members and representatives of local public administration from the region.
SWM RSC was created based on the Decision no. 3 from 29 September 2017 of Centre RDC. Also, back then, Centre RDC approved the operating rules of the created structure. The functionality of the Commission will be ensured by Centre Regional Development Agency with MLPS project support, implemented by GIZ with financial support of the German Ministry for Economic Cooperation and Development (BMZ), Romanian Government, Swedish Government, European Union and Swiss Agency for Development and Cooperation (SDC).
It should be noted, that at the first meeting, members of SWM RSC elected Ion Plamadeala the mayor of Izbiste village from Criuleni rayon as chair of the Commission. Svetlana Bolocan, head of the MARDE Division for pollution prevention and waste management is the co-chair of the Commission.
As part of its work, SWM RSC will debate draft decisions elaborating recommendations on them, which will be further, presented at Centre RDC meetings. The Commission will have the task to examine and approve regional development priorities in the SWM sector, promote regional projects among donors and investors, examine with specialised independent expert support the project pipeline, various surveys, analysis and recommendations for the formation of a regional vision on the development of the given sector.
