The President of Cimislia rayon, Mihail Olarescu, convened last week, a special meeting, where was discussed the monitoring of use of finances allocated by the National Ecological Fund, by Cimislia Rayon Council and the population from this administrative-territorial unit for project implementation ‘Solid waste integrated management’. It was also discussed the results achieved so far, being debated various issues related to the subject.

The campaign ‘Public money is my money too’

It should be mentioned that the President of Cimislia rayon, Mihail Olarescu, accepted graciously the proposal of the newspaper ‘Gazeta de Sud’ and NGO ‘Mihai Eminescu’ made on 13 Augus this year, on monitoring the use of funds within the National Campaign ‘Public money is my money too’, organized by the Association for Efficient and Responsible Governance in partnership with the Center for Investigative Journalism and funded by the European Union.

A month later, on 14 September, Mihail Olarescu signed the order no. 73-d on the establishment of the working group for monitoring the implementation of the project ‘Integrated solid waste management in Cimislia’. The leader of this group was named Iurie Stoian, Deputy President of Cimislia rayon. In addition to Rayon Council employees, specialists from the rayon president’s office, representatives of desconcentrated services, within the working group also were included employees of the local media.

The President of Cimislia rayon was dissatisfied about the long period for transposing the project mentioned above into life. According to Mihail Olarescu, the main reason for the delay is the lack of information and communication with citizens from localities on the conditions of implementing the project ‘Integrated solid waste management in Cimislia rayon’.

‘The press is invited here, stated the President of Cimislia rayon, in order to help us bring the message to the public, because we must recognize that we haven’t had enough transparency in the project’s implementation, not even all mayors knew about it, not mentioning other inhabitants’.

The Working group members will present each week information on the progress of this project’s implementation.

Three stages of waste management

During the meeting was specified that the overall objective of the project is to establish an integrated, environmentally safe and economically effective solid waste management system in Cimislia rayon, by founding the waste collection service in rural areas.

Project’s beneficiaries are local public authorities of levels one and two; institutions, services and public organizations from villages; 17611 households owners and apartment owners; 47 000 inhabitants and 4232 economic operators.

According to the decision of the Administration Council of the National Ecological Fund of 4 July 2014, during the first stage of implementation of the project ‘Integrated solid waste management in Cimislia rayon’ was allocated MDL 5 million, which were used to purchase three garbage trucks costing MDL 1 million 131.260 each, and 3850 bins for households in rural areas, costing MDL 405 each.

For the implementation of the project were arranged two inter-municipal dumpsites in Mihailovca and Ecaterinovca localities; were repaired two access roads to them, with an average length of 825 meters from own contribution.

The municipal enterprise ‘Servcom-Cim’ was founded by Decision of Cimislia Rayon Council No. 04/27 of 26 September 2014. As founder, Cimislia Rayon Council, has allocated share capital, amounting to MDL 20 thousand. The total amount of the project ‘Integrated solid waste management in Cimislia rayon’ is about MDL 17 million, being divided into three stages. The first phase started in July 2014 and will end on 31 December 2015.

The second stage ongoing

Since May of this year has began the second stage of the project. It provides further implementation of the provisions of the National Programme for the recovery of industrial and household waste, the Strategy for integrated solid waste management in the South Development Region. By April 2016, there are expected allocations of financial resources from the National Ecological Fund in order to purchase four tractor trailers, a bulldozer and additional bins.

It is also foreseen the co-financing of the project by the population of Cimislia rayon, each household paying MDL 150, which will provide significant financial support to the implementation.
Stefan Mandas, the administrator of municipal enterprise ‘Servcom-Cim’, said during the meeting that until now, there have been concluded 1450 contracts with individuals from 14 villages of Cimislia rayon, being sold as many bins. The work in this direction continues, the municipalities in the rayon being required to engage more actively in the implementation of the project ‘Integrated solid waste management’.

The newspaper ‘Gazeta de Sud’ and the Association ‘Mihai Eminescu’ will continue to monitor the use of public money during the course of this project, but also the public procurement process organized by the Rayon Council and the City hall of Cimislia.
