Workshop No. 4 Regional Sector Planning in Local and Regional Roads infrastructure in South Development Region

Regional Sector Programming in Local and Regional Roads infrastructure is a participatory process for strengthening planning and programming capacity in South Development Region, which will ensure the development of investment projects. Regional Sector Planning and Programming is developed with the support of the project ‘Modernization of local public services in the Republic of Moldova’, financed from EU sources.

Regional sector programming objective is to develop Regional Sector Programme (RSP) in regional and local roads infrastructure in South Development Region. This objective will be achieved in close collaboration with key stakeholders. RSP will be based on the general view in South Development Region on how to develop the sector as well as regional and local needs. The programme will reflect the current national policy requirements.

South Regional Development Strategy 2010-2016 sets through basic priorities the physical infrastructure rehabilitation, including efficiency of territorial planning system, modernization and development of access routes, road infrastructure and international connections.

In this context, South Regional Development Agency, organized and held the fourth workshop on regional and local roads infrastructure in South Development Region. The workshop was attended by representatives of the Ministry of Regional Development and Constructions, Ministry of Transport and Road Infrastructure, regional sector working group members, experts offered by GIZ and specialists of South RDA.

At the meeting, South RDA director, Ms Maria Culeşov said that ‘today is the last meeting before the public consultations. We wait for proposals and recommendations as we are to develop a document the entire region will benefit from’.

Regional Working Group members were presented with preliminary version of RSP in RLR infrastructure for South Development Region. During the workshop the participants analyzed the process of identifying Possible Project Concepts (PPC) and application form model for PPC.

At the end of the workshop, there were identified the activities to be undertaken in the near future. Thus, it was agreed to organize and conduct public consultations and debates on the programme presented, supplementing it, if necessary, so that the RSP in regional and local roads infrastructure in the South Region to be approved at the next meeting of the South Regional Development Council.

We would like to mention that, the project ‘Modernization of local public services in the Republic of Moldova’ (MLPS) was initiated in 2010 and implemented by the German Development Cooperation through GIZ. Regional Sector Planning and Programming in Regional and Local Roads is implemented from EU sources.

MLPS project aims to improve local public services in villages and towns in the Republic of Moldova. The beneficiaries of the project are the Ministry of Regional Development and Constructions (MRDC), and for South Region – South Regional Development Agency (South RDA), South Regional Development Council (South RDC) and local communities.
