On 17 October 2017, a contract was signed between the ‘Modernization of Local Public Services in the Republic of Moldova’ project, implemented by the German Development Cooperation through GIZ, on one hand and the Technical University of Moldova (TUM) on the other. The contract provides that the Institute of Continuous Training in Water Supply and Sanitation (ICTWSS) for members of Moldova Apa-Canal Association (AMAC) is authorised to develop in the period October 2017 – March 2018 two new training modules, organise two training courses for trainers and implement four training modules.
The activities concerned are carried out under the ‘National Programme on capacity building for water supply and sanitation operators’ implemented by ICTWSS with GIZ/MLPS support. According to the Memorandum of Understanding signed between AMAC and GIZ in March 2015, the Programme provides qualified and efficient support to water supply and sanitation service providers.
Also, on 17-19 October, ICTWSS is hosting 22 employees of 16 water supply and sanitation service operators, who take part in the training modules on human resources management. Sergiu Calos, director of ICTWSS: ‘These modules are a continuation of the human resources management course organised by ICTWSS. All these trainings were and are possible due the support provided by GIZ via the MLPS project’.
Vitalie Midari, vice-director of AMAC: ‘Currently, in the Republic of Moldova reforms in the WSS field are under way. The legal framework is being changed and developed considerably. Also, a lot of investments are made into this field and it is very important this funding is administered and managed correctly. This is why training and capacity building of staff members is very important for WSS operators and for the country in general’.
Christina Otto, MLPS project manager: ‘For GIZ and MLPS project in particular, capacity building of public service operators is one of the main objectives in the elaboration of regional development projects in the WSS field. We hope that these training sessions will meet all participants’ needs and expectations. All modules are carried out based on standards and practices used and implemented in European countries. We believe and are sure that the participation at these trainings is on one hand an investment into the capacities of the staff and on the other a contribution to obtaining the activity license’.
Among the aspects discussed during the 3 days of training are the following: legal framework of human resources management, collective labour agreement, operational safety and health, recruitment and selection of human resources, strategic planning of human resources, as well as information on material and carrier incentives for interns and analysis of tasks, defining of positions and job description.
