A workshop with the topic ‘Preventing corruption losses in Moldova’s sectors: what can be done via social accountability?’ is being held in Chisinau during the period 12-13 October 2017. The event is attended by over 30 representatives of local and central public administration, development partners, civil society organisations, journalists, national and international experts in the anti-corruption field.

The workshop is moderated by the U4 Anti-Corruption Resource Centre from Norway with support provided by the German Development Cooperation through GIZ under the ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project and the Swiss Agency for Development and Cooperation (SDC). The aim of this event is to discuss the proper use of public funds, this being the basis for securing efficient public services.

David Jackson, U4 Consultant: ‘It is really good we have people from different sectors and fields attending this workshop… During these two days, we will focus on specific cases and forms of corruption and anti-corruption solutions tested in different countries over the last two decades. Corruption cannot be addressed once and forever. It is important to identify and focus on forms of corruption, elaborating strategies for each one of them’.

Alexandr Muravschi, GIZ/MLPS National Senior Advisor: ‘Corruption is one of the most serious problems the Republic of Moldova is facing… It is simple to just watch mass-media, where the subjects about corruption are reflected the most. To believe that the corruption phenomenon can be totally eliminated is something unreal. However, it is important that all of us are aware of it and try to do something in this respect… And, this change does not only mean reflecting negative aspects, but also positive ones, as for example when a tender is carried out according to the legislation and does not raise any suspicions of corruption’.

Matthias Leicht, Senior Programme Manager in SDC: ‘Corruption and fight against corruption have political connotations in the Republic of Moldova. There are many cases of corruption, which end up with nothing. We have news about corruption cases, but after a while we know almost nothing in respect to them, at what stage they are, how they finalised, are there any convictions or not?… We are an international organisation and believe that the anti-corruption fight should not consist only of declarations. To fight corruption concrete steps are needed and this kind of workshops can help us find concrete solutions for concrete problems on cases of corruption’.

The workshop has the following objectives:

  • Learn about practical interventions that could help minimise the negative impact posed by corruption losses in Moldova’s sectors;
  • Assess the effectiveness of these interventions within the Moldovan context;
  • Develop one or two practical initiatives that can feed into the ongoing work of government, civil society and donors;
  • Bring together government officials, civil society and donors and connect them with an integrity agenda.

Also, in the framework of the event the following topics are being discussed: corruption losses in the Republic of Moldova, how to create a favourable environment to promote social accountability, public procurements and how to organise them, and many more.
