The project “Modernization of Local Public Services, intervention area 2, “Regional Planning and Programming” provides support for the Ministry of Regional Development and Construction and the RDAs in regional planning process in the Energy Efficiency sector in the North, Center and South regions, by implementing the participatory principle. This process is focused on engaging representatives of working groups and other stakeholders in specialized workshops aimed to provide support in decision making on energy efficiency in public buildings at the regional level. The workshops are organized in three regions – North, Center and South and are designed to develop the sectoral planning capacities at regional and local levels.

Thus, another workshop on RDS was conducted, for the purpose of presenting and approving the regional plan on energy efficiency in public buildings and a list of possible project concepts in energy efficiency in public buildings. Also, the Regional profiles for the Energy Efficiency in Public Buildings were discussed during this workshop.

The workshop was attended by representatives of MRDC, LPA, energy managers and engineers responsible for the concerned area, GIZ and GOPA experts, RDA South specialists – working group members, relevant NGOs.

During the three training sessions, GIZ experts – Sergiu Robu and Stela Corobceanu made presentations on the Regional Sector Planning and the needs for the Rayon Profile, the EE objective for South Development Region, estimation of the area of buildings proposed for renovation and the energy profile for each rayon individually. The types of public buildings proposed to be included in the list of possible project concepts (PPC), the proposed criteria for identification of Possible Project Concepts, the area proposed for rehabilitation in the South Region, energy savings per region, investments required per region and the A List of possible project concepts for the South Region were presented.

Finally, each rayon voted the list of Possible Project Concepts, but only for Cahul, Cimislia and Taraclia a repeated revision of the proposed buildings by experts was recommended, since some buildings already benefit of funding from the Energy Efficiency Fund. Subsequent actions were also established, in order to be able to collect on November 22, 2013 rayon energy profiles with amendments proposed by SDR Working Groups and send them to GIZ experts.
