German Development Cooperation through GIZ signed a memorandum of understanding with the Congress of Local Authorities from Moldova (CALM) on 31 January 2015 within the event dedicated to the Day of Local Self-Government and Local Public Administration Workers.

The document was signed by the President of CALM, Tatiana Badan, and GIZ International Senior Advisor, Dietrich Hahn, in the presence of participants in the ceremony. The event was attended as well by the Ambassador of the Federal Republic of Germany to the Republic of Moldova, Ulrike Knotz.

Thus, GIZ and CALM will continue the collaboration in order to promote regional development and decentralization policies, involving local public authorities and giving them support and training. The memorandum aims to strengthen efforts to improve the management of public property and goods that are part of local public services.

In 2015, CALM will benefit from support for institutional development in the component related to consultancy and analysis and taking over successful experiences of NALAS – Network of Associations of Local Authorities of South-East Europe. Approved Action Plan for 2015 provides:

  • Develop the Guidelines on inter-municipal cooperation for joint provision of local public services.
  • Organize workshops and training sessions for CALM members on public service delivery, respecting gender component.
  • Conduct trainings for members of the Regional Development Councils.

Activities will take place involving the Ministry of Regional Development and Construction – institutional partner of GIZ project – and the State Chancellery.

The event of 31 January 2015 organized by CALM, was held with the support of development partners, including the GIZ project ‚Modernization of local public services in the Republic of Moldova’.

The project ‘Modernization of local public services in the Republic of Moldova’ supports local public administrations in the expansion and modernization of local public services in various fields: water supply and sanitation, solid waste management and energy efficiency of public buildings. At the same time, the project offers assistance to regional planning and programming. The support is provided through the Regional Development Agencies.

The project is implemented by the German Development Cooperation through GIZ and is financially supported by the German Ministry for Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), the Ministry of Foreign Affairs of Romania and the European Union.
