Representatives of the German Development Cooperation through GIZ met on 4 July 2014 with members of the National Integrity Commission (NIC), to build further cooperation, to promote integrity and transparency in public procurement.

NIC, supported bz GIZ will organize a series of events for local public authorities from the Republic of Moldova. At the beginning, it will be organized a round table to identify the problems encountered in this area and to establish an agenda of events to encourage transparency and integrity.

Within the GIZ project ‚Modernization of local public services in the Republic of Moldova’, the financial support is provided through Regional Development Agencies, which means that they are responsible for ensuring a transparent procurement process, according to national standards.

GIZ organized in August 2013 an advanced training in public procurement for its partners, the Ministry of Regional Development and Construction (MRDC), and RDAs. Annually, a Regional Development Agency manages about 40 public procurement procedures, beginning with the tender announcement and ending with final acceptance. The procurements occur both from public money through the National Fund for Regional Development and from external sources, such as those assigned by the German Government.

In December 2013, GIZ supported the participation of MRDC and NIC representatives in Brussels to the ‚Conference on anti-corruption and anti-fraud measures in the use of European structural funds and investment’. The event was organized by the European Commission, in partnership with Transparency International.

The project ‚Modernization of local public services in the Republic of Moldova’ supports local public administrations in order to expand and modernize local public services in the following sectors: water supply and sanitation, solid waste management and energy efficiency of public buildings. The project also assists in regional planning and programming.

The project is implemented by GIZ and is supported financially by the German Ministry of Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), Ministry of Foreign Affairs of Romania and the European Union.
