The 5th “Regional Planning on Water Supply and Sanitation (WSS) Sector in North Development Region” workshop took place.

The workshop was facilitated by the Head of Strategic Planning and Programming Department of North RDA Inga Cojocaru and was divided into 5 working sessions: 1) Presentation of the main directions for WSS services development and integrated concept for WSS systems, 2) Presentation of criteria for identifying Possible Project Concepts (PPC); 3) Presentation of PPC template, 4) Presentation of regional profile, 5) Practical exercise for developing a possible project concept and filling in the template.  

While during the first 4 workshops, the organizers sought active involvement of all stakeholders in the North Development Region (NDR) in the development of an integrated sectoral plan on WSS, participatory visioning on the level of regional WSS services by 2018 and analysis of the hydrological situation in the NDR rayons, at the same time presenting the rayon sheets based on the 3rd workshop and additional information submitted by rayons, aimed to facilitate the sectoral planning in the region and the forecasts for development of the WSS services by 2020, mainstreaming gender issues in the WSS sector, during the 5th workshop the organizers presented the updated age of development of the Regional Sector Program (RSP) on the WSS sector and the types of possible project concepts. Also, the project sheet template was presented and a practical exercise was conducted for development of a possible project concept and filling in of this sheet.

The project sheets will be the final output of the regional sector planning, prepared in order to be submitted to European funds and presented to interested donors.

The workshop was attended by representatives of the Ministry of Regional Development and Construction (MRDC), the Ministry of Environment, members of the NRD working group, representatives of water service providers in the regions, specialists from North RDA, GIZ and NGOs representatives and students from the Academy of Public Administration.

Since 2010 the North, Center and South Development Regions have been actively involved in the initial regional development processes, led by the Regional Development Councils (RDC) and the RDAs. This happened under a regional policy developed by the MRDC.

The three intervention areas established so far are Water and Sanitation, Solid Waste Management and Energy Efficiency in Public Buildings. For each area, a working group was developed which, together with the North RDA and the national and international experts, will participate in the process of developing integrated sector plans.  This process will be completed by the end of 2015.

The regional planning workshop for WSS was held with the support of “Modernization of Local Public Services” Project, Intervention Area II,  “Regional Planning and Programming”, providing support to MRDC and RDAs in launching the regional planning process for WSS by implementing the participatory principle. This process focuses on involvement of working group representatives and other stakeholders in decision-making on the desired level of services, in specialized workshops. Held in 3 development regions of Moldova, the workshop will help develop the sectoral planning capacity at regional and local levels.
