Since 2010 the country’s regions North, Center and South were actively involved in the initial processes of regional development, led by Regional Development Councils (RDCs) and Regional Development Agencies (RDAs). This is done within a regional policy developed by the Ministry of Regional Development and Construction.

Regional Development Council South approved at its meeting of 11 February 2014, the Regional Sector Programme in Energy Efficiency (public buildings). Regional Sector Programme is an operational tool in regional planning, having the aim to increase the capacity of LPAs for development of sustainable regional projects and create conditions for the development of energy efficiency projects flow incorporating development needs of the sector concerned in the Development Region South, respecting its compliance with sector policies, existing practices and relevant strategic framework .

In this context, there was held the fourth workshop of the Regional Working Group in Energy Efficiency, which aimed to:

  • Assessment of the current situation in the implementation of the Regional Sector Programme in Energy Efficiency (public buildings);
  • Coordination of role and responsibilities of the members of the Regional Sector Working Group;
  • Presentation of the current situation in the process of project development.

The event was attended by representatives of the Ministry of Regional Development and Construction, Ministry of Economy, LPA, advisors offered by GIZ and specialists from the Regional Development Agency South.

The Head of Strategic Planning and Programming Section, Ms. Tatiana Arama, briefly presented the Regional Sector Programme in EE and noted that ‘due to these workshops and advice provided by GIZ advisors, the LPAs can develop good projects concepts that would guarantee attraction of donors, especially that with our approach to European Community, these opportunities are growing’.

GIZ advisors, Sergiu Robu and Ion Munteanu, presented preliminary results from field visits and comments on energy efficiency measures previously implemented by the visited institutions.

Finally, it was stressed the role of the Regional Sector Working Groups at the projects development stage and the responsibility of RDA South while working on project concepts by the specialist of Project Management Section, Mr. Andrei Tocaru.

We reiterate that the project ‘Modernization of Local Public Services, area of intervention 2’ Regional Planning and Programming ‘comes at supporting the Ministry of Regional Development and Construction , and the RDAs in the regional planning process in the EE in  North, South and Center regions. This process focuses on training working group representatives in decision-making on energy efficiency in public buildings at the regional level.
