Decision-makers involved in the selection of potential sites for a regional landfill in solid waste management Zone 2 of North Development Region (RDN) met on Friday, 6 February 2015, within Edinet Rayon Council within a meeting.

The meeting was attended by local public authorities from Edinet rayon, representatives of the Ministry of Regional Development and Construction (MRDC), Ministry of Environment (MoE), North Regional Development Agency (North RDA) and the German Development Cooperation through GIZ.

During the meeting, it was discussed the current situation on site selection for the construction of a regional landfill for waste management for Ocnita, Donduseni, Edinet and Briceni rayons. As a result of previous investigations, all four locations suitable for the future regional landfill were found in Edinet rayon. It concerns the land located near Hincauti/Poiana, Bratuseni , Edinet and eventualyy Ruseni localities.

Previously, according to the results of the preliminary assessment of possible locations, submitted in a report from July 2014, experts have determined that the best location in solid waste management Zone 2 from NDR is near the village Ruseni, on the territory of a degraded grass land with an area of 28 ha. The local council of Ruseni Village Hall rejected, at the meeting of 28 May 2014, the proposal for the location of regional landfill near the village.

The participants in the meeting acknowledged the possibility of continuing discussions with Ruseni Village Hall, as, according to experts, it will be a complex regional landfill, including a platform for waste sorting, composting platform and storage cells. However, experts say that the future regional landfill will essentially contribute to the improvement of environmental factors in the north of the country.

When speaking about the other three locations (Hincauti/Poiana, Bratuseni, Edinet), it requires further investigation to determine the groundwater level and the existence of limestone layers. But once the experts have identified potential locations for the construction of a future regional landfill, it follows, together with local public authorities concerned, to decide which the best location is. After that, specialists will continue to develop the feasibility study for the construction project of the regional landfill.

The Head of General Directorate of Regional Development within MRDC, Valerian Banzaru, emphasized the importance of project objectives, noting that the feasibility study to be developed by experts has to be a perspective document.

North RDA Director, Ion Bodrug, argues that the main aim of the project is environmental protection and increasing the amount of recyclable waste, pointing out that with the implementation of the project, it will be created new jobs opportunities in the region. ‘We have to maximize our efforts to speed up the process of selecting the optimal location for the future regional landfill, especially because of all those involved in this process depends on whether or not our region will benefit from major European investments’, said North RDA Director.

Decision makers who attended the recent meeting of the Edinet Rayon Council, established to address the problem of selecting the location for the regional landfill by 16 February 2015.

According to the Regional Sector Programme on solid waste management, a strategic document developed with the support of the German Government and approved by the North Regional Development Council in February 2014, NDR is divided into two waste management Zones. Zone 1 covers Sangerei, Falesti, Floresti, Glodeni, Riscani, Soroca, Drochia rayons and Balti municipality. Zone 2 includes Ocnita, Donduseni, Edinet and Briceni rayons.

Activities for selecting the future regional landfill’s location in NDR, take place within the project ‘Modernization of local public services in the Republic of Moldova’, managed by GIZ and financed by the German Government, the Swedish Government and the European Union.
