Recently, in Leova was held a working meeting, attended by Efrosinia Greţu, rayon president, Ion Plămădeală deputy president, Leova and Iargara mayors, the director of municipal enterprise “Apa-Canal Leova”, specialists from South Regional Development Agency and GIZ advisors, who discussed on the responsibilities of stakeholders in the development of water supply and sanitation sector in Leova rayon.

During the meeting were presented and discussed a number of important documents needed to be adjusted in the implementation of the project ‘Construction of main water pipe Leova-Iargara’, and among them are draft versions of the Logical framework matrix,  Implementation Operational Plan of the pilot project, Memorandum of Understanding, Risk identification matrix that may arise during the project’s implementation.

These documents were thoroughly analyzed and discussed by all key players involved. Beneficiaries suggested a number of constructive proposals on improving project’s documentation, respectively, the project itself as a whole.

Subsequently, it follows that Leova rayon administration examines in more detail the documents submitted and, in the event of additional proposals, submit them to GIZ advisors for the necessary adjustments.

Andrei Tocaru, GIZ advisor, and Eugen Lupaşcu, head of project management section within South RDA, have underlined the importance of such consultations at community-level and local public authorities level, pointing out that the implementation of the pilot project related to development of water supply and sanitation sector in Leova rayon has a specific framework content for projects implemented by the German Development Cooperation Agency through GIZ in Moldova, which involve five main components, which form the so-called Pentagon.

This mechanism includes the following steps: integrated local planning and programming; improvement of cooperation between local public administrations (LPA); investment in infrastructure optimization for local public services delivery; capacity development for LPAs and service providers; citizen’s mobilization and awareness rising.

Within the component related to infrastructure optimization for local public services delivery, construction works will be performed at the project ‘Main water pipe Leova-Iargara’ worth over MDL 50 million.

According to GIZ advisors, this is a project with the largest funding from the German Government in the Republic of Moldova.
