A workshop was held in the premises of Costesti LPA addressing inter-municipal cooperation on the pilot area of Water Supply and Sanitation Services (WSS) management.

The event was attended by representatives of the Ministry of Regional Development and Construction (MRDC), the working group for the development of WSS in Rascani rayon, which includes 15 representatives of LPA level 1 (Prut cluster), representatives of Rascani Rayon Council, the North Regional Development Agency (North RDA), the German Development Cooperation through GIZ, representatives of decentralized services and operators of local public services from Rascani rayon.

The workshop was organized to review the development plan of the joint WSS service with representatives of LPA, representatives of decentralized services and local public service operators in Rascani rayon.

According to the Deputy Head of the Directorate General of Regional Development of MRDC, Igor Malai, the topic addressed in the workshop is a priority for all development regions. In this context, the representative of the MRDC stressed that the distribution of roles was essential for inter-municipal cooperation, because this is a premise for improvement of the quality of public utility services.

GIZ experts Liliana Lucaciu and Ion Beschieru presented an action plan on the development of public service based on WSS public service management area, according to the regional approaches specified in the regional sector programmes (RSP). According to experts, delivery of high quality public services and regionalization of the existing services requires inter-municipal cooperation.

In the implementation of regional development projects, association of local governments for the management of public services (water supply and sanitation and others) proved to be a challenge. This determined development of RSP based on the principle of inter-municipal cooperation and regionalization of public services.

Inter-municipal cooperation can improve the quality of public services and their promotion from regional perspective can streamline the use of resources and modernize service delivery arrangements. This is one of the conclusions reached by participants in the workshop held in Costesti, marking the start of support to WSS RSP implementation by facilitating the dialogue between local actors responsible for the joint delivery of high quality WSS services.
