The Local Steering Committee (LSC) of the project ‘Increasing energy efficiency in Theoretical Lyceum ‘Matei Basarab’ from Basarabeasca town’ met on 30 October in the third meeting. During the meeting the activity report of the project manager for quarter III 2018 was presented and the operational plan for project implementation for quarter IV was approved. Additionally, IDIS Viitorul made public the results of the survey carried out on the degree of satisfaction of institution’s students and employees with the energy efficiency of buildings in which they operate.

The meeting was chaired by Elena Gurin, chair of the LSC of ‘Increasing energy efficiency in Theoretical Lyceum ‘Matei Basarab’ from Basarabeasca town’ project and manager of the given institution. She mentioned the importance of the project and stated that with the energy efficiency increased, the institution will become more attractive and prestigious. Investment from EU will provide better training conditions for students and for educational and technical staff.

In this context, Valentina Plesca, MLPS/GIZ national senior advisor on local public services, noted that LSCs were established to provide solutions for problems or obstacles which might appear during project implementation. At the same time, LSCs shall request more involvement and ownership on behalf of parties involved at local level – LPAs, beneficiary, project manager, etc.

Valentina Plesca underlined that in this regard it is necessary to have a tighter cooperation between local public authorities levels I and II, project beneficiary institution and the non-governmental institution IDIS ‘Viitorul’, selected through competition by the German Development Cooperation through GIZ to promote civil society involvement in the process of modern local public services delivery in the South Development Region and for a more active participation of each stakeholder in the successful project realisation.

MLPS/GIZ representative, also, made reference to the importance of widely promoting energy efficiency measures to be implemented with EU support among students of Theoretical Lyceum ‘Matei Basarab’ from Basarabeasca and among parents and the whole community benefitting from the investment made.

Further, the LSC members were presented the report for quarter III of the project for energy efficiency increase in TL ‘Matei Basarab’ from Basarabeasca town.  In this respect, Vasilisa Gaibu, project manager presented the main activities carried out during July-September 2018 and mentioned the progress registered in the implementation of the given project.

LSC members approved by vote the activity report for quarter III of the project manager, coming up, at the same time, with some proposals and recommendations.

Thus, Vasile Brașovschi, MLSP/GIZ national advisor on monitoring and evaluation proposed for a progress report to be presented at the end of 2018 during the next LSC meeting based on concrete outcomes, with activities carried out  in the implementation of the project ‘Increasing energy efficiency in Theoretical Lyceum ‘Matei Basarab’ from Basarabeasca town’, but also with certain outcome indicators reflecting the degree of advancement and realisation of objectives planned to be achieved in the given project.    

Another decision taken at the third meeting of LSC of the project ‘Increasing energy efficiency in Theoretical Lyceum ‘Matei Basarab’ from Basarabeasca town’ is regarding the approval of action plan for quarter IV 2018. Eugeniu Lupascu, MLPS/GIZ regional advisor and Viorica Cutitaru, South RDA specialist came up with several suggestions and recommendations related to it. 

At the end of the meeting, Gabriel Olaru, expert of IDIS ‘Viitorul’ presented the results of the survey on degree of satisfaction of students and employees of TL ‘Matei Basarab’ with the energy efficiency in the facilities of the institution carried out at GIZ request in the context of implementing energy measures and ensuring sustainability of investments under the  ‘Increasing energy efficiency in Theoretical Lyceum ‘Matei Basarab’ project from Basarabeasca town. The survey will serve as a reference for the situation in this institution and for future evaluation of impact as a result of project implementation.
