On 21 September 2015, at the Academy of Public Administration was held a round table entitled ‘Exchange of views and experience in the implementation of regional development policy in the Republic of Moldova and Poland’, attended by representatives of the Ministry of Regional Development and Construction from the Republic of Moldova, Academy of Public Administration, Ministry of Infrastructure and Development of Poland and Warsaw Academy of Economic Studies and trainers of the module ‘Regional Development’. The roundtable was organized under the Moldovan-Polish project ‘Support to public administration in the Republic of Moldova, for the development of National Strategy for Regional Development 2016-2020’ (project coordinator – Grzegorz PRAGERT, Department of coordination and development of strategies and policies of the Ministry of Infrastructure and Development of Poland).

In the opening of the roundtable working meeting, prime-prorector of the Academy, Mr. Andrei Groza, Ph.D., associate professor, made a brief presentation of the institution, educational process, stressing the importance of thematic round table and that the successful implementation of the regional development strategy depends essentially on three factors: scientific, organizational and political. He mentioned that this roundtable is welcome to inform us how regional development strategy developed and evolved in Poland and what the contribution of public authorities in this process is. Following discussions had the aim to determine priority directions of further cooperation in this area.

Mr Igor Malai, deputy chief of the General Directorate of Regional Development of the Ministry of Regional Development and Construction, referred to the urgent need to draft documents on the National Strategy of Regional Development in order to strengthen capacities of local authorities in regional development sector, which, for now, it’s known superficially. In the development process of Regional Development Strategy it is observed a significant interest of local authorities and involvement of the Academy of Public Administration in this process will give new impetus to develop and finalize the strategy documents.

Mrs Aurelia Tepordei, director of Professional development Department, in this context, noted  that in collaboration with the Ministry of Regional Development and Construction and the German Development Cooperation through GIZ, training programmes have been developed on the topic of regional development, that have already been attended by more than 200 civil servants from public authorities at all levels.

Guests, Piotr Zygadło, Tomasz Kot, specialists from the Ministry of Infrastructure and Development of Poland, and experts Maciej Borsa, Paulina Legutko-Kobus, Aleksandra Jadach-Sepioło spoke, in turn, about the implementation of regional development strategies and policies, the training process of civil servants, applying EU standards in this field. There followed discussions, questions and answers, being addressed such issues as training of trainers, development of courses, and the valuation of regional development strategy policies etc., emphasis being put on the taking of advanced Polish experience in regional development.

Finally, the parties have agreed to deepen cooperation, according to the project’d provisions to complete and implement promptly the National Strategy for Regional Development in the Republic of Moldova.
