A working meeting was held on the evaluation report of the National Strategies for Regional Development (NSRD) 2010-2012, 2013-2015 and the development project of NSRD 2016-2020. The event was organized within the project ‘Modernization of local public services in the Republic of Moldova’ implemented by the German Development Cooperation through GIZ. The meeting was attended by representatives of the Ministry of Regional Development and Construction (MRDC), GIZ, Business Consulting Institute (BCI) experts and experts from the evaluation team.

Alexandr Muravschi, GIZ National Leading Policy Advisor on Regional and Local Development and event moderator noted that today’s meeting focused on two major issues, ‘first of them referred to the presentation and evaluation of previous NSRD, and the second focused on the discussions related to the first draft of NSRD 2016-2020. The new 2016-2020 strategy document is drafted by independent experts, which is very useful, because these experts are from outside the system, which will give the document higher credibility and objectivity. Recommendations and conclusions that were made during this workday are very helpful and will be included in the final version of the new document’.

Anatol Usatîi, Deputy Minister of Regional Development and Construction (MRDC) stressed that the meeting was a very productive one in which ‘was assessed what has been done for regional development up to date’. However, the Deputy Minister expressed certainty that ‘MRDC, together with the working group and experts in charge of drafting NSRD 2016-2020 will be able to develop a new, qualitative and viable document’.

Philipp Johannsen, Country Director and Project Manager of the German Development Cooperation through GIZ in Moldova said: ‘I am glad that we discussed on the assessment of previous strategies, as well as on the strategy that is under evaluation. The evaluation process of 2010-2012 and 2013-2015 strategies is a very important activity, because this is the only way we can draw some conclusions from what has succeeded and what not. It is this fact that will help us develop a new, coherent and qualitative strategy, and we want the new document, NSRD 2016-2020, to remain not only on paper, but be a reference document for regional development in the Republic of Moldova’.

Angela Dumitrasco, GIZ Advisor on Results Based Monitoring, Evaluation and Management: ‘The last two months have been very intense, especially regarding the evaluation of the National Strategies for Regional Development 2010-2012 and 2013-2015. An important element to be done is the interviews of experts in the field, and after their feedback, we can improve certain parts and chapters of the new Strategy’.

So far in Chisinau were held three rounds of consultations on the development of NSRD 2020. Within these consultations were established the concept, structure and drafting method of the new document.

The National Strategy for Regional Development is the main document for regional development planning, that reflects the national policy and determines national mechanisms in this area. The current Strategy for 2013-2015, outlines the prospects of regional development in the Republic of Moldova and defines the instruments and mechanisms for achieving strategic goals. This is a logical continuation of the National Strategy for Regional Development, approved by Government Decision No. 158 of 04.03.2010, which was carried out during 2010-2012.
