During 9 to 16 November 2014, a delegation of 12 representatives of regional development institutions and academia participated in Bautzen, Germany in a training of trainers programme in regional development. The visit took place within the project ‘Modernization of local public services in the Republic of Moldova’, implemented by the German Development Cooperation through GIZ.

The course was hosted by the International Training Centre of GIZ. The overall goal of the training was to strengthen the professional capacities and development of participants’ skills in order to successfully provide the course ‘Regional Development’ within the Academy of Public Administration of the Republic of Moldova.

 ‘The training programme was an opportunity to learn more about regional development in Germany, as well as new teaching methods for adults. We will apply these methods and help in building officials’ competencies’ says interim head of Public Economics and Management Department at the Academy of Public Administration, Tatiana Tofan.

Topics discussed include: theories of learning and training styles based on needs of participants; role and skills of the trainer; strategic planning in the context of regional development; various organizational forms; inter-municipal cooperation structures; regional development tools.

The programme included field visits and discussions with representatives of implemented projects and relevant institutions in regional development field.

 ‘We have much to learn from the German model of regional development, especially on the mobilization of citizens and creating partnerships at various levels. Such a model could enhance the effectiveness of the implementation of regional development projects. I hope we will continue the initiated collaboration on studying best practices in staff training and their dissemination’ says the deputy head of the General Directorate for Regional Development within the Ministry of Regional Development and Constructions, Igor Malai.

In turn, the head of Strategic Planning Section of South Regional Development Agency, Tatiana Arama says: ‘I want to emphasize the perception of Germans that regional development primarily involves the region’s economic development through public private partnership projects. Moreover, each region must submit uniqueness through marketing elements’

The 12 representatives of the Delegation of the Republic of Moldova are trainers of regional development course within partner institutions of GIZ project, namely the Academy of Public Administration, Ministry of Regional Development and Constructions and Regional Development Agencies.

By organizing such training programmes, GIZ project aims to increase the capacity of its partners in order to implement regional development policy.
