On 23 April 2018, the professional development course on Efficient Management of Public Buildings was piloted targeting the administrative and technical staff of public institutions, which will implement energy efficiency projects. The event was organised by the Technical University of Moldova (UTM), Centre for Continuous Training in Energy Efficiency in Public Buildings (CFC EECP) with the support of ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project implemented by the German Development Cooperation through GIZ. 

The goal of the course was to develop basic capacities of checking and efficient maintaining of public buildings and of related facilities through access to state of the art theories, concepts, models and techniques for an efficient and cost-effective management. A special attention was, also, given to the procedure of management under favourable building operation conditions through ordinary maintenance so as to avoid different unforeseen actions and costs as a result of a less efficient management.

The main objectives of the course were classified into three basic categories: knowledge and understanding, implementation and integration. At the end of the course, the participants got acquainted with:

  • Meaning of energy efficiency of buildings;
  • Main energy sources and main ways to save energy;
  • Engineering systems of the buildings and their purpose;
  • Efficient operation indicators of engineering systems;
  • Identifying methods of thermal rehabilitation/modernization of buildings and ways of reducing energy consumption in buildings;
  • Measures of reducing energy consumption in buildings;
  • Methods of assessing and developing capacities of staff in charge of managing buildings’ energy matters and 
  • Development of plans for proper maintenance of buildings and related facilities.

Further, it is planned to pilot and carry out repeatedly two other courses: ‘New solutions and technologies in energy efficiency in public buildings projects’ targeting designers, energy auditors, energy assessor, etc. and ‘Management of energy efficiency projects’ for those implementing projects in the concerned field.
