Forum ‘Public Administration Reform Strategy: between aspiration and achievements’

On 20 April 2018, the Academy of Public Administration hosted the Fourth Forum on local and regional development entitled ‘Public Administration Reform Strategy: between aspiration and achievements’, organised with the support of ‘Modernization of Local Public Services’ project implemented by the German Development Cooperation through GIZ. Aurelia Tepordei, director of the Professional Development Department moderated the event. The Forum was attended by representatives of teaching and academic staff of the Academy of Public Administration, central and local public authorities, civil society, academy and development partners. 

Oleg Balan, Rector of the Academy of Public Administration, Doctor of Science, university lecturer mentioned in the opening of the Forum, that the Academy of Public Administration intends to diversify the traditional activities it carries out. In addition to Master’s studies, professional development courses an initiative was launched to organise a discussion platform focusing on existing problems in public administration and measures to solve them. The initiative was supported by the German Development Cooperation through GIZ which endorsed the launching of the Discussion platform on local and regional development in 2016. Three fora were already organised with good results and hopefully at this forum reports featuring current topics in public administration will be presented and constructive discussions will be initiated with proposals and suggestions on increasing the efficiency of the public administration reform, underlined the rector.    

In her turn, Victoria Cujba, head of the Public Administration Division from the State Chancellery highly appreciated these fora, giving the assurance that the proposals and suggestions made by the rapporteurs and participants in the discussions will be taken over, systematised and applied to enhance the implementation of government strategy to reform the public administration.

The Forum continued with the presentation of reports with questions and answers on different issues related to public administration in the three discussion panels.

Panel I  ‘Challenges and opportunities in implementing the Public Administration Reform Strategy’, (moderator – provost of the Academy Aurel Simboteanu, doctor, university lecturer), with following rapporteurs: Iurie Ciocan, head of the Centre for Reform Implementation; Ion Gumene, programme director of ‘Public administration reform and public policies’ from ‘Expert-Grup’ Independent Analytical Centre and Victor Dumneanu, deputy head of State Ecological Inspectorate.

As part of Panel II ‘Ownership among public administration. Public service and human resources management’ (moderator – Tatiana Saptefrati, doctor, university lecturer) were presented reports by Victoria Cujba, head of Public Administration Division from the State Chancellery and Stela Zabrian, secretary of Soroca Rayon Council.

Panel III ‘Modernization of public services’ (moderator – Aurelia Tepordei, director of Professional Development Department) had the following rapporteurs: Vasile Ciornii, Public Services Agency, Liviu Oboroc, director of public service 112 and Victor Rusu legal expert of the Congress of Local Authorities from Moldova.

The topics of reports and discussions under the three panels focused on the achievements during the last year of public administration reform, on the benefits of this reform for citizens, as well as on the problems, difficulties in implementing the Public Administration Reform Strategy, etc. The conclusions drawn as a result of discussions together with proposals and suggestions will be forwarded to the State Chancellery in order to contribute to an efficient implementation of public administration reform.
