The Ministry of Regional Development and Construction and Regional Development Agency Center, with the support of the German Development Cooperation through GIZ, within the project “Modernization of Local Public Services in the Republic of Moldova”, Intervention Area 2 “Regional Planning and Programming”, initiates the Regional Sector Program on Solid Waste Management (RSP SWM), approved by the Regional Development Council Center on the 12th of February, 2014.

For the successful implementation of this process, it has been established a Regional Sector Working Group (RSWG), in the composition of which could be found TWG members who participated in the elaboration of RSP SWM, representatives of Mayor’s officess of the rayon’s residence cities, a representative of a NGO from the region, and – for the first stage of implementation Project Working Group (PWG), Area 2 of Waste Management (Calarasi, Nisporeni and Ungheni) in the composition of which could be found representatives of several institutions (rauon councils, rayon residence Mayor’s office, rayon environment inspections, public health centers) .

In this context, on the 13th of March, 2014, in Chisinau, was held the first meeting of RSWG and PWG, attended, as well, by representatives of the Ministry of Regional Development and Construction, Ministry of Environment, National Environmental Center, Institute of Ecology and Geography of ASM.

In the first part of the meeting (RSWG) it was discussed on the responsibilities of actors involved in implementing the RSP SWM (having three objectives: strengthening the legal, regulatory and institutional framework in line with EU standards; development of waste management infrastructure based on a regional approach; information and public awareness) and establishing Action Plan for the period 2014-2015.

In the afternoon (PWG), the meeting continued with representatives of the three rayons from Area 2 of waste management. The participants established main PWG tasks for 2014, when the development of Feasibility study/Environmental Impact Assessment for the regional waste management system is expected. The next stage provides the identification for regional landfill location (which will be built according to European standards) and a key role here lies with local public authorities, who will submit proposals for location.

The process is fully supported by the Ministry of Regional Development and Construction and the Ministry of Environment and fully fit in regional policy and in the environmental protection policy, promoted by both institutions at national level.
