Modernization of local public services was the topic of the third Forum on Local and Regional Development organised today, 24 March 2017 at the Academy of Public Administration (APA). The event was supported by German Development Cooperation through GIZ under the ‚Modernization of Local Public Services in the Republic of Moldova’ (MLPS) project. The goal of the Forum is to set up a platform for efficient discussions on reforms necessary for local and regional development.

The event was attended by representatives of Ministry of Regional Development and Construction (MRDC), Academy of Public Administration, Regional Development Agencies, Regional Development Councils, GIZ, local public adminsitrations, civil society and lecturers in the field.

Aurel Simboteanu, APA vice-rector: ‚When speaking about modernization of local public services, it is to be mentioned that these services should fulfill several conditions and namely: to be qualitative, affordable and transparent. In order to have modern public services it is necessary to identify the issues in this field and set priorities and solutions for them, something we will try to do during the event today’.

Vasile Bitca, Minister of Regional Development and Construction: ‚This kind of events is an opportunity to discuss and analyse regions’ and localitites’ challenges and needs… The development partners and and specifically GIZ provides under MLPS project a real support to improve the framework conditions for regional development policies implementation and modernization of local public services in the Republic of Moldova’.

Alexandr Muravschi, GIZ/MLPS National Leading Advisor on Policy Coordination in regional development: ‚Regional development and modernization of local public services are some of main priorities of development partners and international donors. The MLPS project, which involves several donors – Governments of Germany, Romania, Switzerland, Sweden and European Union – is an example of this.  When speaking about modernization of local public services, then investments are just a first step, the easiest. The efficiency of these investments is tested when they are transmitted into service operators’ or local public administration management, insitutions whose mission is to correctly manage these services’.

At the Forum two discussion panels were organised. The participants at the first panel discussed about management solutions in delivering local public services, while at the second panel discussions were held regarding innovation practices in delivering public services.

The project ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS) is implemented by the German Development Cooperation through GIZ and is financially supported by the German Ministry of Economic Cooperation and Development (BMZ), the Swedish Government, the Romanian Government, the European Union and the Swiss Agency for Development and Cooperation (SDC).
